Lawyer Nguyen Trong Hai:The act of blocking a car carrying workers by some households in Nghi Xa commune, Nghi Loc district is a violation of the law, showing signs of constituting the “Crime of disturbing public order” (Article 245 of the Penal Code). This act directly violates public order, violates civilized lifestyle, rules of life, and affects normal activities in public places.

These are condemnable acts and the competent authorities and local authorities must prevent and strictly handle them to ensure social order and safety, especially those who threaten and harm the health of drivers and workers (using helmets to hit the head and hands) as reported by the press. For households with the above-mentioned acts, they need to be properly aware of their actions, clearly distinguish between rights and obligations, responsibilities to society and respect the democratic freedoms of citizens, and must not do anything that is prohibited by law.

PV:From a legal perspective, what legal provisions does blocking the worker shuttle like that violate?
Lawyer Nguyen Trong Hai:Article 245 of the Penal Code stipulates the crime of disturbing public order, specifically as follows: 1. Anyone who disturbs public order causing serious consequences or has been administratively sanctioned for this act or has been convicted of this crime, but has not had his/her criminal record expunged, but still commits the violation, shall be subject to a fine of from one million to ten million VND, non-custodial reform for up to two years, or imprisonment from three months to two years.
2. Committing a crime in one of the following cases shall be punishable by imprisonment from two to seven years:
a) Using weapons or committing acts of vandalism;
b) Organized;
c) Seriously obstructing traffic or causing disruption to public activities;
d) Inciting others to cause trouble;
d) Assaulting people who intervene to protect public order;
e) Dangerous recidivism.

The blocking of workers' vehicles in Nam Cam Industrial Park took place on June 21-22. Previously, on June 10, the drivers transporting workers of BSE Electronics Company Limited received a notice from "households in hamlets 8, 9 and 11 of Nghi Xa commune" requesting them to immediately stop transporting workers. The reason for the "ban" was that after Nam Cam Industrial Park came into operation, many households borrowed money and invested in building boarding houses for workers to rent, but "Currently, because the number of vehicles transporting workers to Nam Cam Industrial Park is too large, many households running boarding houses in the area have become very empty...". In the notice of the signatories, “households of hamlets 8, 9, 11”, it is stated: After 7 days from the date of receiving the notice, “If any bus company does not comply, we will send people to block it and will take severe measures. If any problems occur, we will not be responsible”. Mr. Hoang Duy Duong, Chief of Nghi Xa Commune Police, said: According to statistics, there are 1,044 rented rooms in the commune, concentrated in hamlets 3, 8, 9 and 11.
