(Baonghean.vn) - At the meeting between the Standing Committee of the Provincial People's Council with the Provincial People's Council Delegation Groups and the Standing Committee of the District People's Councils, the issue of "after hydropower projects" continued to be raised.

Vice Chairmen of the Provincial People's Council: Cao Thi Hien - Member of the Provincial Party Standing Committee, Hoang Viet Duong - Member of the Provincial Party Executive Committee chaired the conference. Also attending were comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Society Department.

According to Vice Chairman of Que Phong District People's Council Luu Van Hung, people affected by the Hua Na hydropower project have been relocated from their old residence to their new residence for 7 years. The settlement of "post" resettlement issues has been supervised by the Provincial People's Council and through 2 explanation sessions, the most recent one was in April 2019.

According to the conclusion of the Standing Committee of the Provincial People's Council, some tasks will be completed by the end of December 2019, but the biggest problem at present is that the policy of land deduction at the departure and destination locations has not been implemented.

Although in the previous phase, 261 households had their land deducted according to the details of each type of land; however, the implementation of this task was carried out by the investor according to the general plan of 1 type of land, without classifying rice land, colored land, and land for perennial crops.

That means if the total area of ​​the destination is smaller than the departure area, the investor will compensate for the missing area. However, implementing this plan will cause disadvantages for the people, so the district has not agreed.

The second biggest problem in the Hua Na hydropower resettlement areas is that the infrastructure for transportation, irrigation, domestic water, cultural houses, etc. were all invested in for 7 years, but without support for maintenance and repair, they have now degraded, causing difficulties for the people.

Also referring to the resettlement area for people due to the flood in 2018, Secretary of Tuong Duong District Party Committee Nguyen Van Hai also reflected that the arrangement of resources is not guaranteed, so this project is very slow. He suggested that the province study and resolve the problem, creating a stable life for the people.

Many pressing issues request the Provincial People's Council to pay attention

At the conference, representatives of the Standing Committees of the People's Councils of districts, cities and towns raised many pressing issues and requested the Standing Committee of the Provincial People's Council to intervene. Representatives of the Standing Committees of the People's Councils of Vinh City and Cua Lo Town raised the issue of many projects that were approved for investment and land allocation but were slow to be implemented, slow to recover the projects and there were projects that owed large amounts of land but had no measures to recover the debt.

The Standing Committee of Thanh Chuong District People's Council mentioned that there are some slow-moving traffic projects in the area, although they are all urgent projects, such as the road from Thanh Chi to Thanh Khe connecting Thanh Thuy, currently because this route has not been implemented, the road to the center of Thanh Khe commune does not have asphalt; or National Highway 46 passing through Thanh Dong has not been expanded or upgraded.

It is also the degraded power grid infrastructure system that has not been upgraded in time, affecting the quality of electricity for daily life, especially the safety of the power grid.

Regarding the "post" arrangement of administrative units, some districts suggested that the province should soon provide guidance on adjusting administrative boundaries, and at the same time provide guidance on the activities of commune People's Council delegates who are cadres, civil servants, and non-professional workers in communes elected in hamlets and villages, now that those hamlets and villages have been transferred and merged into other administrative units.

Some opinions also suggested that the province should develop a suitable regime for part-time workers in blocks, hamlets, and villages, responding to the efforts of the team when the population increases and the area of ​​operation becomes wider...

Concluding the conference, Vice Chairmen of the Provincial People's Council Cao Thi Hien and Hoang Viet Duong affirmed that the opinions reflected by the Standing Committee of the District People's Council are practical issues that are arising, related to the general socio-economic development of the province, of each locality and closely related to the lives of the people.

Therefore, based on the opinions of the districts, the Standing Committee of the Provincial People's Council will study and consider to include in the agenda of the sessions and activities of the Provincial People's Council in the coming time.

The Vice Chairmen of the Provincial People's Council also requested the Provincial People's Council Delegation Groups and the Standing Committees of the People's Councils of districts, cities and towns to continue to consider and directly contribute many opinions at the working sessions of the 12th session of the Provincial People's Council, scheduled to be held in mid-December.
