The Provincial People's Council approved investment policies for a number of important projects and works in the province.

Regarding the draft resolution on project investment policycoastal roadNghi Son (Thanh Hoa) - Cua Lo (Nghe An), section from Km 7 - Km 76 (Group A project) built by the Department of Transport, the participants agreed to approve to submit to the Provincial People's Council at the upcoming 20th session.

Accordingly, the coastal road project has a total length of 69 km; the starting point is in Quynh Loc commune (Hoang Mai town) connecting with National Highway 48D and the ending point is in Khanh Hop commune (Nghi Loc district).

The total investment of the project is 4,651 billion VND; including 3,200 billion VND from the central budget; 1,451 billion VND from the local budget. The project implementation period is 6 years from the commencement date.

Reviewing the draft resolution on investment policy for construction projectsNghe An Oncology Hospital(Phase 2), the meeting members unanimously approved the project investment policy, and at the same time requested the Department of Planning and Investment, Department of Finance, and Nghe An Oncology Hospital to clarify the structure of investment capital sources.

Accordingly, the project has a total investment of 1,259 billion VND; in addition to 1,000 billion VND from the Central Government, there is 259 billion VND of the local part that needs to be clearly allocated.

The Nghe An Oncology Hospital construction project (phase 2) belongs to group A project, including the following items: main building with 1,000 beds; conference center; accommodation for officials and civil servants; funeral home and some other technical infrastructure.

At the meeting, the Economic - Budget Committee of the Provincial People's Council also examined the draft resolution stipulating a number of specific mechanisms and policies on finance - budget to support socio-economic development.Vinh city, period 2021 - 2025.

The draft resolution on specific policies for the city includes 3 mechanisms and policies: Policy to adjust the rate of land use fee regulation for Vinh city budget and wards and communes for real estate projects in the city but not determined for specific investment projects.

The city's budget policy is to enjoy 100% of the land use fees collected from 4 real estate projects in the area, including: new urban areas in Dong Vinh and Cua Nam wards; southwestern urban areas in Vinh Tan ward and Hung Chinh commune; urban areas and social housing in Hung Hoa commune and expansion of urban areas in Hung Hoa commune to arrange counterpart funds for projects using loans from the World Bank on "Priority infrastructure and urban development adapting to climate change in Vinh city"; infrastructure construction, expansion of urban space according to the Government's orientation in Decision No. 52/QD-TTg and Decision No. 827/QD-TTG of the Prime Minister.

The policy allocates 200 billion VND/year for urban construction, environment and other support sources to carry out environmental sanitation, tree care, flood prevention, urban beautification, and operate completed project items using ODA loans from the World Bank.

The Economic - Budget Committee of the Provincial People's Council also examined the draft resolution on changing the purpose of using rice-growing land according to the provisions of Clause 1, Article 58 of the Land Law to implement investment projects in the province; the draft resolution approved the list of projects requiring land recovery according to the provisions of Clause 3, Article 62 of the Land Law in the province.
