The Provincial People's Council gave its opinion on the investment policy to build, upgrade and renovate 8 general hospitals and district-level medical centers.

Participating in the review were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of leaders of a number of relevant departments and branches.

Reviewing the draft resolution on investment policy for projects under the Socio-Economic Recovery and Development Program in the health sector; the meeting participants agreed with the proposal of the Provincial People's Committee to submit to the Provincial People's Council at the thematic session on investment policy for 3 projects.

Including investment projects to build, upgrade, and renovate facilities of 8 general hospitals and district-level medical centers; investment projects to purchase equipment for the Center for Disease Control (CDC) of Nghe An province; investment projects to purchase equipment for 28 general hospitals and district-level medical centers of Nghe An province.

However, the Committee for Culture and Society, the Provincial People's Council noted that relevant units need to review investment procedures, including detailed planning 1/500, so that when the Provincial People's Council passes the resolution, it will ensure sufficient conditions for implementing the upgrading and renovation of general hospitals and district-level medical centers.

Regarding the investment project to purchase equipment for 28 general hospitals and district-level medical centers, it is necessary to review the list of equipment to ensure that the proposed equipment is included in the list of investment equipment approved by competent authorities.

Examining the draft resolution to adjust the 2022 public investment plan (supplementing foreign capital from the central budget allocated to the project to invest in the construction of wastewater and waste treatment systems for hospitals in Nghe An province, ODA loans from the German Government), the Culture - Social Affairs Committee, the Provincial People's Council agreed with the proposal of the Provincial People's Committee to reduce 10 billion VND from the 2022 plan of the Basic Infrastructure for Comprehensive Development of Nghe An Province sub-project; at the same time, agreed to supplement 10 billion VND from the 2022 plan for the project to invest in the construction of wastewater and waste treatment systems for hospitals in Nghe An province using ODA loans from the German Government.

The Committee for Culture and Society, the Provincial People's Council also clearly emphasized the viewpoint that the adjustment of the investment plan is to ensure the disbursement of capital to implement investment projects; therefore, it is recommended that the Provincial People's Committee and relevant departments, branches and units focus on directing and speeding up the progress of investment procedures, ensuring that the adjusted capital must be disbursed to implement investment projects, contributing to consolidating and upgrading the wastewater and waste treatment systems of hospitals in Nghe An province.
