On the morning of November 20, the Culture - Social Committee of the Provincial People's Council reviewed a number of draft resolutions in the field of culture - society to submit to the 12th session of the Provincial People's Council held in mid-December 2019.
Draft resolutions must ensure compliance with regulations.
Examining the draft resolution on naming streets in Hoang Mai town submitted by the Department of Culture and Sports, members attending the meeting raised many concerns and requested the drafting agency to review to ensure compliance with legal regulations.

According to Vice Chairman of the Provincial People's Council Hoang Viet Duong, in Article 4, Decree No. 91/2005/ND-CP on promulgating regulations on naming and renaming roads and public works, it clearly states: All roads, streets and public works in cities and towns that are built according to urban planning and are used stably will be considered for naming.
However, in the draft resolution, there are some roads that are under investment, not completed and put into stable use but are still submitted for naming, which does not ensure compliance with regulations. Therefore, the drafting agency needs to review carefully to ensure compliance with regulations.

Besides, many opinions also raised some concerns, such as the selection of some famous people to name streets does not clearly show the role, stature and contribution of the famous people or is related to the tradition and cultural depth of Hoang Mai town.
Some routes chosen for naming are too short, only 350m; some routes do not have a clear end point…
The draft Resolution on naming streets in Hoang Mai town includes 59 streets; of which 49 are named after famous people and 10 are named after places and historical events.
Concluding this content, Head of the Culture - Social Committee of the Provincial People's Council Nguyen Thi Thu Huong affirmed that naming roads and streets is necessary, however, the selection of road and street names must be associated with historical - cultural traditions, for the names of famous people must ensure their contributions, stature and become the pride of the people in the area.
On the other hand, for unfinished roads, it is necessary to step back to ensure cleanliness and beauty, avoiding the situation of naming roads that are sloppy. Therefore, it is recommended that the drafting agency review before finalizing and submitting to the Provincial People's Council.

Also this morning, the Provincial People's Council's Culture and Social Committee also reviewed and agreed on the content of the draft proposal for naming streets in Do Luong town.
Regulations on support levels forschool cook
Reviewing the draft on the funding support rate for hiring, leasing, and contracting cooks to serve boarding meals at public kindergartens in extremely disadvantaged communes in the province, the meeting participants basically reached a high consensus.
However, some opinions also suggested that the Department of Education and Training (the agency drafting the resolution) should supplement the legal basis, and at the same time should not control the time of implementation of the resolution, but when there is a new document, it will be abolished and replaced later.

The draft proposes specific standards:
+ Financial support to hire and contract cooks to serve boarding children at the rate of 135% of the basic salary/month/35 children - nursery or 50 preschool children.
+ Each school is supported up to 5 times the quota/month.
+ Support period is not more than 9 months/year.
