The Provincial People's Council sets out 7 key tasks and solutions for socio-economic development.

On the morning of July 12, entering the third working day of the 9th session, the Provincial People's Council, term XVII, 2016 - 2021, held a discussion session and approved the resolutions presented at the session.

Accordingly, the meeting discussed and voted to pass the Resolution on socio-economic development tasks for the last 6 months of 2019 with 7 groups of key tasks and solutions.

1. Focus on strongly improving the investment environment; mobilizing resources for investment and development; promoting production and business.

To implement this group of solutions, the tasks that are being focused on are to improve the low component index of PCI, focusing on the areas of planning, investment, land, construction, granting business registration certificates, investment licenses, etc.; promote start-ups, innovation, encourage strong development of the private economy; organize meetings and dialogues with businesses; effectively support production and business.

Attract and promote investment in projects using domestic and foreign capital; strive to disburse capital sources to a high level in the first 3 quarters of the year; strictly control the arising of debt in basic construction; continue to implement solutions to develop production and complete the planned targets set at the beginning of the year in the fields of agriculture, industrial production, construction and services.

Proactively prevent natural disasters, climate change, search and rescue, forest fire prevention; effectively manage and control plant and animal diseases, especially African swine fever; effectively monitor food hygiene and safety.

2. Improve the quality and effectiveness of state management of planning, land, construction order, urban order, and environmental protection.

Continue to direct the acceleration of the construction progress of a number of provincial plans such as the Nghe An Provincial Plan for the period 2021-2030; adjust the General Plan for the construction of the Southeast Nghe An Economic Zone; Detailed plan for the construction of both sides of the traffic route connecting Vinh - Cua Lo; Plan for the construction of functional areas along both sides of the N5-Hoa Son road;...

3. Focus on effective budget revenue and expenditure management; focusing on effectively implementing the resolution of the Provincial People's Council on strengthening the management of state budget revenue; drastically directing the collection and exploitation of revenue sources, strengthening management against revenue loss; drastically urging the collection of tax debts and enforcing the collection of tax debts and land rents; limiting the increase in tax arrears in the last 6 months of 2019.

4. Improve the quality of cultural and social fields corresponding to economic development.Organize cultural and sports activities well to serve the enjoyment needs of the people, focusing on mountainous, remote, isolated areas, and ethnic minority areas; build a healthy cultural environment; propagate and educate ethics and lifestyle in the family.

Continue to innovate education work, build a disciplined, orderly, and healthy educational environment; focus on political and ideological education, ethics, law, traffic safety, and life skills for children; prevent and combat accidents, injuries, drowning, violence, and child abuse.

Pay more attention to vocational training, job creation, focus on perfecting labor export support policies; control health insurance medical examination and treatment costs, urge collection, develop subjects, reduce outstanding debts, hand over social insurance books to workers and synchronize data of households participating in health insurance.

5. Promote administrative reform; prevent corruption and waste; improve the effectiveness of foreign affairs.Focus on directing the effective implementation of the apparatus arrangement associated with administrative reform, perfecting the positions, creating high unity to effectively carry out the year-end tasks.

Focus on effectively implementing the "Year of Administrative Reform", focusing on administrative procedure reform; strongly applying information technology in management and administration; establishing and effectively operating the Public Administration Service Center; building e-government; improving public ethics, tightening administrative discipline and order, resolutely and strictly handling officials, civil servants and public employees who violate the law; focusing on building office culture.

6. Ensure local defense, maintain security, order and social safety; improve the effectiveness of handling petitions and complaints.Step up attacks and suppression of crimes, especially drug crimes; crimes and violations of economic, official and environmental laws, especially violations in the fields of land, resource and mineral management; effectively prevent illegal credit activities, and strictly manage debt collection services.

Strengthen the responsibility of all levels and sectors in thoroughly resolving petitions, recommendations and complaints from the people, especially long-standing and crowded cases, and minimize the number of large petition and complaint groups.

7. Carry out information and propaganda work, strengthen the trust of the entire system, businesses, and people, and create consensus in society.Proactively provide complete, accurate, timely, public and transparent information to the press, especially on issues of public concern; create trust, consensus and a positive image of Nghe An; fight against bad information, false information, causing panic, especially information on social networks.
