Provincial People's Council proposes solutions to combat traffic congestion in Vinh city
(Baonghean.vn) - Secretary of Vinh City Party Committee, Head of the Provincial People's Council's Legal Committee Phan Duc Dong affirmed that this is an issue of concern to Vinh City, the city will coordinate with the Department of Transport and related units to find solutions to overcome this situation.
In preparation for the 17th session of the 17th Provincial People's Council, on the morning of November 27, under the chairmanship of Comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the Vinh City Party Committee, Head of the Provincial People's Council's Legal Committee, the Provincial People's Council's Legal Committee held a meeting to review and agree on the contents. Attending the meeting was Comrade Cao Thi Hien - Vice Chairman of the Provincial People's Council.

Traffic accidents decreased sharply in 3 criteria
At the meeting, the Legal Committee of the Provincial People's Council reviewed the report on the situation and results of ensuring traffic order and safety in 2020 and deployed tasks for 2021.
According to the report ofDepartment of Transport,In the first 10 months of 2020, traffic safety and order decreased in all three criteria compared to the same period last year; leadership and direction were resolute and synchronous, propaganda and dissemination had many new points, patrolling, controlling and handling violations of traffic safety and order were focused on and strictly directed.
In the first 10 months of 2020, the Provincial Police organized 26,249 traffic patrols, detected and recorded 69,937 administrative violations of traffic safety and order; issued decisions to fine 64,309 cases, and transferred 69,226,218,000 VND to the treasury to collect fines.
The provincial traffic inspectorate decided to administratively sanction 1,983 cases with a fine of more than 6.3 billion VND, revoked driving licenses of 524 cases, and cut badges of 52 violating vehicles.

Investment, development of traffic infrastructure, maintenance of traffic infrastructure, and overcoming potential black spots for traffic accidents have been effectively directed; narrowing and eliminating self-opened paths; state management of transportation has been strengthened, etc.
Comments on the report on the results of the implementation of the work to ensure ordertraffic safetyIn 2020 and implementing tasks for 2021, delegates expressed concerns about the unsafe situation of railway traffic, especially with nearly 130 self-opened paths posing potential risks of traffic accidents; the situation of repairing traffic infrastructure after storms; discussing solutions to handle 49 unlicensed waterway cargo terminals; traffic congestion on roads and schools in Vinh city; management of oversized and overloaded vehicles, etc.

Reduce traffic congestion
The opinions of the delegates were received and clarified by the leaders of the Department of Transport. Regarding concerns about self-opened walkways across the railway, Director of the Department of Transport Hoang Phu Hien said that the sector has issued documents directing localities to review self-opened walkways and arrange for people to be on duty to warn, but due to resource difficulties, this has not been implemented. The Department has received opinions and will continue to work with localities to limit this situation.

Regarding traffic congestion in Vinh City, the industry, in coordination with relevant units, continues to propose banning parking by time on some roads to reduce traffic congestion. Regarding long-term solutions, it is recommended that Vinh City invest in some overpasses at intersections where traffic congestion often occurs.
Regarding the work of overcoming the consequences of traffic after the flood, the Director of the Department of Transport said that after the recent flood, the traffic system was most severely damaged, especially in mountainous areas with 6 national highways and 38 provincial roads damaged. The sector has directed units to promptly ensure smooth traffic safety; due to limited funding, repairing the roads has encountered many difficulties.

Concluding this content, comrade Phan Duc Dong acknowledged the results of traffic order and safety situation decreasing in all 3 criteria compared to the same period last year. To create positive changes in this work, he suggested that the transport sector should pay attention to innovating propaganda methods, especially in crowded places, increase the responsibility of local leaders; review black spots where traffic accidents frequently occur.
The Transport sector needs to coordinate with localities to direct the review and installation of traffic lights at points at risk of traffic accidents, identify key tasks in clearing traffic safety corridors; evaluate the implementation results of Resolution 56 of the People's Council on clearing traffic safety corridors; coordination mechanism between levels and sectors in ensuring traffic safety; supplement funding for installing traffic surveillance cameras, etc.
Regarding traffic congestion in Vinh city, comrade Phan Duc Dong affirmed that this is an issue of concern to Vinh city. The city will coordinate with the Department of Transport and related units to find solutions to overcome this situation.

Also at the meeting, the Provincial People's Council's Legal Committee reviewed the report on prevention and control work.corruption2020 and directions and tasks for 2021; work of receiving people and handling complaints and denunciations in 2020; directions and tasks for 2021; administrative reform work of Nghe An province in 2020, tasks and solutions for 2021; Report on the plan for public employee and employee payroll according to Decree No. 68/2000/ND-CP in state administrative agencies and organizations of Nghe An province in 2021.
Regarding the content of the report on anti-corruption work in 2020 and the direction and tasks for 2021, comrade Phan Duc Dong requested the Provincial Inspectorate to absorb the opinions of the delegates to complete the report to be submitted to the upcoming Provincial People's Council meeting; strengthen solutions to handle the responsibilities of heads of agencies and units when corruption occurs; educate political ideology among cadres and party members; strengthen direction for localities and units to classify and handle petitions accurately, etc.
