Provincial People's Council: Rewards and punishments must be directed at the right subjects

That is the main content raised at the working session ofLegal Committee, Provincial People's Council with Department of Education and Training on the morning of September 28.

Nghe An Education and Training Sector has a large number of cadres, teachers and employees with 52,398 people; 800,000 primary, secondary and high school students. These are the main subjects implementing the emulation and reward movements of the sector.
Clearly identifying the role of emulation and reward in helping cadres, teachers, staff and students overcome difficulties and successfully complete their educational and training tasks, the sector has therefore paid special attention to organizing many campaigns and emulation movements with a focus on emulation in good teaching and good learning.

Accordingly, the industry's rewards mainly focus on teachers and students, limiting rewards for leaders and managers. Along with rewarding the right people, the industry has also resolutely disciplined officials, teachers and employees who violate the law.
Recently, the sector has dismissed two high school principals who failed to fulfill their duties; revoked the title of National Standard School from 13 primary schools; and not considered emulation titles for 24 schools whose staff and teachers violated population and family planning policies in the 2015-2016 school year.

At the meeting, the members of the monitoring team raised a number of issues, including the untimely payment of bonuses to students who were awarded; the awarding of socialized education work was not in accordance with regulations. In addition, the situation of widespread, overlapping, and inappropriate awards still occurred.
Some opinions say that currently there are still managers and teachers violating family planning policies; there are still teachers gambling, even "involved" in social evils...

Concluding the meeting, comrade Phan Duc Dong said that currently the Education and Training sector is implementing 8 emulation movements at the sector level and responding to many emulation movements at the local level. Therefore, the sector needs to review and select key emulation movements to focus on directing; focus on launching emulation movements with specific characteristics in each region and locality. Pay attention to quantifying emulation criteria for accurate assessment, creating emulation motivation.
At the same time, proactively advise the Provincial People's Committee to create reward mechanisms and policies as well as resolve difficulties and problems in emulation and reward work.

In particular, the rewards should focus on teachers in the classroom, teachers in mountainous, remote and highland areas. Along with the emulation and rewards for good teaching, good learning, excellent students, and students with high scores in national exams, it is also necessary to focus on rewarding physical and moral training movements. The most important thing is to praise and punish the right people.
