Nghe An Provincial People's Council approves investment policy for 8 key projects

Attending the meeting were comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Council: Cao Thi Hien - Member of the Provincial Party Committee Standing Committee and Hoang Viet Duong - Member of the Provincial Party Committee Executive Committee; comrade Le Hong Vinh - Member of the Provincial Party Committee Standing Committee, Standing Vice Chairman of the Provincial People's Committee.

At the meeting, based on the draft resolutions submitted by the Provincial People's Committee regarding the investment policy of 8 works and projects, the Standing Committee members and leaders of the Provincial People's Council Committees and representatives of a number of related Departments and branches basically agreed on the investment policy, because these are all urgent projects, serving the socio-economic development in each locality with the project, especially serving the travel needs as well as ensuring the safety of people's lives.

Besides, many opinions also raised some concerns, especially the capital source to ensure the implementation of works and projects.

Vice Chairman of the Provincial People's Council Hoang Viet Duong said that the capital for the projects only partly comes from the central government, while the rest comes mainly from the provincial budget and the districts. The provincial budget for some projects is drawn from the excess revenue in 2020, however, due to the impact of the Covid-19 pandemic, this year's budget revenue will face difficulties.

Therefore, it is recommended that the Provincial People's Committee clarify the arrangement plan closely to avoid the situation where the project lacks capital during investment implementation, leading to delays, unfinished investment, and waste of resources.

Also concerned about capital sources for investment projects, Deputy Head of the Economic - Budget Committee of the Provincial People's Council Dang Quang Hong was concerned when two projects with large investment capital, such as Dien Kim Bridge (total investment of 125 billion VND) and Thanh Nam Bridge across Lam River, in Con Cuong District (total investment of 168 billion VND); in addition to the central budget and provincial budget, there is a corresponding district budget.

Regarding the district, although the localities have committed to arranging guaranteed counterpart funds, the ability to guarantee is also a concern. For example, the Thanh Nam bridge project across the Lam river, Con Cuong district will contribute 12 billion VND over 4 years, an average of 3 billion VND per year; or the Dien Kim bridge project, the district will contribute 25 billion VND over 4 years, an average of 6 billion VND per year, which will be difficult, especially in Con Cuong district.

Regarding the investment policy for two emergency resettlement projects in Mai Son commune (Tuong Duong district) and Muong Tip commune (Ky Son district); the issue that delegates noted is that the Provincial People's Committee needs to clearly identify priority investment items such as leveling the ground for people to relocate; clean water works; community activity houses; traffic, etc.

Based on the opinions of the delegates, the Economic - Budget Committee of the Provincial People's Council agreed on the policy to submit to the Standing Committee of the Provincial People's Council for comments before submitting to the Provincial People's Council at the next session.

A total of 8 projects with a total investment of nearly 420 billion VND. These are urgent key projects that need to prioritize resources and be implemented promptly after the Provincial People's Council officially approves the issuance of a resolution at the next session.

8 draft resolutions were reviewed by the Economic - Budget Committee of the Provincial People's Council, including:

1. Draft Resolution on investment policy for the project to urgently relocate 49 households in Pha Khao village, Mai Son commune, Tuong Duong district out of the dangerous landslide area.

2. Draft Resolution on investment policy for the project to build infrastructure for resettlement areas for free migrants and emergency migrants out of landslide disaster areas, especially difficult areas in the Vietnam - Laos border area, in Muong Tip commune, Ky Son district.

3. Draft Resolution on investment policy for the sea dike project in Quynh Tho commune, Quynh Luu district (phase 2)

4. Draft Resolution on investment policy for the coastal dike project, Quynh Luu district (phase 2)

5. Draft Resolution on investment policy for Nam Trung dike project (right-wing dike), Nam Dan district

6. Draft Resolution on investment policy for Dien Kim bridge construction project, Dien Chau district

7. Draft Resolution on investment policy for Thanh Nam bridge project across Lam river, Con Cuong district

8. Draft Resolution on investment policy for the resettlement area construction project in Khanh Hop commune, Nghi Loc district.
