Regulations on some contents and fees in public educational institutions
Attending the meeting were comrades Cao Thi Hien - Vice Chairman of the Provincial People's Council; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.
Review of draft resolution regulating maximum collection levels for service fees to serve and support operationseducationof the school for public educational institutions; the level of service fees for enrollment at all levels in Nghe An province; members attending the meeting basically agreed with the draft, but at the same time raised some concerns.
According to some delegates, the general education program is raising the issue of reducing workload, while the draft raises the issue of collecting fees for extra teaching and learning to ensure compliance with regulations. Similarly, the teaching of information technology,foreign languageis a compulsory subject for all primary schools, why is the content required?

Besides, general vocational training is guaranteed by the provincial budget, while the draft sets a fee. On the other hand, the fee for general vocational exams according to the draft is 225 thousand VND/exam, while the current fee is 60 thousand VND/exam.
Regarding the admission fee for the first grade, the draft is currently developing 4 different levels for preschool, grade 1, grade 6, and grade 10; however, the opinion of the meeting participants is that a common level should be set.

Explaining the issues raised by the meeting participants, Director of the Department of Education and Training Thai Van Thanh said that the issue of extra teaching and learning here is raised in the aspect of enhanced teaching according to aptitude to develop the capacity and strengths of students in each field.
Regarding the content of information technology and foreign languages according to the enhanced education program to achieve international certificates outside the general education program.
Regarding the collection of fees for general vocational training, the Director of the Department of Education and Training informed that for a long time, this funding has been guaranteed by the provincial budget; however, according to the current Education Law, the budget does not provide funding but must be collected from learners.

Concluding the review of the draft resolution on the contents and fees for services in public educational institutions, Head of the Department of Culture and Society Nguyen Thi Thu Huong agreed to submit the draft resolution at the upcoming session of the Provincial People's Council.

Also this afternoon, the Culture - Social Affairs Committee conducted an examination of the draft Resolution regulating support policies for people with revolutionary contributions, relatives of people with revolutionary contributions from poor households in the province, period 2021 - 2025.

Accordingly, the beneficiaries are people with meritorious services to the revolution who have received a one-time subsidy from a poor household and relatives of people with meritorious services to the revolution living in the same household as people with meritorious services to the revolution from a poor household; but must ensure the conditions of being 60 years old or older, having a particularly severe disability or a severe disability, having one of the prescribed serious illnesses and these subjects currently do not have a pension, social insurance subsidy or monthly subsidy for people with meritorious services to the revolution.
Support level is 700 thousand VND/person/month for rural areas and 900 thousand VND/person/month for urban areas.
The Provincial People's Council's Committee for Culture and Society also reviewed the reports of the Provincial People's Committee on the implementation of the National Target Program on Sustainable Poverty Reduction in 2020 and tasks in 2021; the report of the Provincial People's Committee on compliance with the law on occupational safety and hygiene in 2020; the report of the Provincial People's Committee on the results of implementing children's rights and resolving children's issues in 2020.
