Nghe An Provincial People's Council proposed to study the acceptance of Hermann Gmeiner Vinh High School into the public school system.

One of the important contents presented at the 31st Session of the 18th Nghe An Provincial People's Council, term 2021 - 2026, is related to the planning of the school network in the province, including the proposal to study the acceptance of Hermann Gmeiner Vinh High School into the public school system.

At the meeting, the Provincial People's Council listened to Comrade Chu Duc Thai - Standing Member, Head of the Provincial People's Council's Culture and Social Affairs Committee report on the results of the Provincial People's Council's thematic supervision on planning and arranging the network of schools and classes at educational institutions in the province.

Many positive results

According to the monitoring report, in the period of 2021 - 2025, the whole province has merged 31 schools and reduced 200 separate public preschool and general schools; reduced 1 Nghe An Career Guidance Center; reduced 14 focal points for vocational education functions; merged Nghe An Pedagogical College into Nghe An University of Economics and changed its name to Nghe An University.

The province has effectively built and implemented models of new-style boarding schools for ethnic minorities, high-quality key schools, and advanced schools following the trend of international integration.

The system of ethnic boarding schools and semi-boarding schools is being consolidated and built in many localities according to the Central Government's direction.

The results of the implementation of the school network arrangement have contributed to reducing the number of focal points, thereby making investment more focused and important, contributing to improving investment efficiency.

Currently, the province has 1,507 schools; including 540 kindergartens, 479 primary schools, 397 secondary schools and 91 high schools; there are 19 Vocational Education - Continuing Education Centers, 01 Continuing Education - Career Guidance Center, 01 Continuing Education Center and 412 communal community learning centers.

In the province, there are 6 universities; 35 vocational training institutions including: 09 colleges, 12 secondary schools, 01 vocational training center, 13 other institutions participating in vocational training.

Solve existing problems

In addition to the positive results, Chu Duc Thai, Head of the Culture and Social Affairs Committee of the Provincial People's Council, also reported some shortcomings and limitations. Specifically, the number of separate schools in the province is still high, especially at the preschool and primary levels (the whole province still has 882 separate schools), causing difficulties in ensuring learning conditions and improving the quality of education.

Although the school facilities and teaching equipment of the preschool and general education network have been invested in, supplemented and improved, they still do not really meet the learning needs of the people and do not meet the teaching and learning requirements according to the 2018 General Education Program.

The planning and arrangement of the network of vocational education facilities is still slow compared to the requirements and plans set out. The network of vocational education facilities is still scattered; the quality and effectiveness of vocational training at Vocational Education - Continuing Education Centers are still limited; the facilities and teaching equipment of some vocational education facilities are outdated and old, the capacity for practical research does not keep up with the development of science and technology, and does not meet the requirements of practice.

Propose 5 groups of problems

Through the monitoring results, the Provincial People's Council proposed 5 groups of issues to the Provincial People's Committee. The focus is to review and evaluate the implementation of planning and arranging the school network in the past time to promptly adjust and develop a plan to arrange the school network for the period of 2026 - 2030 in accordance with the general planning of the province, the planning of the Education - Training sector, the population growth rate, the socio-economic development orientation of the province, localities, regulations and directions of the Central Government and the province when implementing the construction of a 2-level local government model. At the same time, direct departments, branches and localities to continue to have a plan to allocate budget sources for investment in education in the period of 2026 - 2030, focusing on the implementation of planning and arranging the school network.

Conduct an assessment of the implementation of the directions, guidelines, policies, and Resolutions of the Provincial People's Council on policies and mechanisms in the field of education and training; thereby proposing to develop policies for the period 2026 - 2030 that are practical and effective, promoting the development of education and training in the province.

Continue to merge small-scale schools that do not meet teaching conditions; merge separate locations and combined classes in the province. Focus on investing in the construction and development of boarding schools and semi-boarding schools in mountainous and border areas; strengthen planning, investment, and upgrading of school facilities... to meet learning conditions, improve comprehensive education quality and investment efficiency.

Study the number of high schools in Vinh city (old) to have a plan to ensure classrooms for students, including speeding up the construction of Huynh Thuc Khang High School's second campus, considering accepting and expanding Hermann Gmeiner Vinh High School into the public school system.

Accelerate the arrangement and reorganization of vocational training institutions under the province's management in the direction of streamlining, effectiveness and efficiency; rationalization of industry and occupation structure; training level structure, in which research focuses on investment resources to build and develop 3 regional vocational training institutions such as: Northern Nghe An College of Economics and Technology, Western College of Economics and Technology, Boarding Ethnic Minority College; at the same time, focus resources on 3 current key vocational colleges of the province including: Vietnam - Korea Industrial Technical College, Viet Duc College, Nghe An College of Tourism and Trade.

Review the entire system of redundant office buildings after the reorganization of administrative units from district level to commune level in the province to study and prioritize the conversion of functions to build classrooms and public housing for teachers, especially in mountainous, remote and isolated areas. Study policies to encourage the expansion of socialized education, including prioritizing the transfer of unused office buildings or land, etc. to businesses investing in the education sector.
