Nghe An Provincial People's Council will issue a resolution on policies for redundant cadres and civil servants after the merger.
(Baonghean.vn) - Based on the list of 24 draft resolutions submitted by the Provincial People's Committee for comments, the Standing Committee of Nghe An Provincial People's Council agreed to include in the year-end meeting agenda a number of resolutions on policies for redundant cadres, civil servants, and non-professional workers.
On the morning of October 28, the Standing Committee of Nghe An Provincial People's Council held a regular meeting to discuss and assign tasks to prepare content for the final session of 2019, scheduled to be held in mid-December.

Policy attention to redundant staff after merger
Based on the list of draft resolutions submitted by the Provincial People's Committee for comments, at the meeting, the Standing Committee of the Provincial People's Council and leaders of the Provincial People's Council Committees discussed and requested the Provincial People's Committee to clarify the legal basis and practicality as well as the authority of the Provincial People's Council, the promulgation procedures for a number of drafts for comments.
In particular, the draft Resolution amending and supplementing Resolution No. 31/2016/NQ-HDND dated December 16, 2016 promulgating regulations on decentralization of revenue sources, expenditure tasks and percentages of revenue sharing among provincial budget levels, period 2017 - 2020; the draft Resolution abolishing Resolution No. 298/2009/NQ-HDND dated December 23, 2009 of the Provincial People's Council on a number of regimes and policies for cadres, civil servants and public employees from the lowlands working in the highlands; the draft Resolution on the prevention and combat of human trafficking in the province, period 2019 - 2025; the draft Resolution on adjusting the planning of 3 types of forests in Nghe An...

After listening to the delegates' discussion and concluding this content, Chairman of the Provincial People's Council Nguyen Xuan Son emphasized that the development and promulgation of the Provincial People's Council resolution needs to be reviewed and carefully studied to improve its quality and after promulgation, it must have vitality in practice, promoting the requirements for performing tasks at each level, each sector and the common goals of the province.
To do so, the process of preparing draft resolutions needs to ensure three factors: legal basis, scientific basis and practical basis; any draft that is not thoroughly ensured will be resolutely not submitted to the next session.

Regarding each draft resolution, the Chairman of the Provincial People's Council also agreed that at the next session, the Provincial People's Council will consider and approve a number of important resolutions. Of particular interest is the resolution on support policies for cadres, civil servants, and non-professional workers in communes, wards, towns, and hamlets, blocks, and villages that are redundant due to the rearrangement of commune-level administrative units.
There are also resolutions on the number and titles of full-time workers at the commune level; allowances and part-time allowances for part-time workers at the commune level, in blocks, hamlets and villages; compensation levels for people directly participating in the work of blocks, hamlets and villages; support regimes for part-time workers who do not continue to work in the province; Resolution approving the total number of employees and contract workers in public service units and Association organizations in 2019...

Urge to resolve petitions and complaints of the people
Also in this morning's meeting, based on the assessment of October's tasks and key tasks for November 2019, Chairman of the Provincial People's Council Nguyen Xuan Son requested the Standing Committee and the Provincial People's Council Committees to focus on completing the supervision contents according to the program such as: auction of land use rights, construction of national standard schools; urging all levels and sectors to resolve petitions and complaints from citizens; coordinating with the Provincial People's Committee to prepare well the contents for the year-end meeting, especially participating responsibly and qualitatively in new policies.
The Chairman of the Provincial People's Council also noted that at the end of the year, along with focusing on stabilizing the organizational apparatus after the rearrangement, it is necessary to focus on completing the socio-economic development targets and tasks in 2019 and building the 2020 plan for the period 2020 - 2025 as well as preparing for Party congresses at all levels.
Therefore, the Standing Committee and Committees of the Provincial People's Council, the Provincial People's Committee and other sectors need to make greater efforts to meet the requirements of the assigned work.

In October, the Standing Committee of the Provincial People's Council received 34 complaints, denunciations and reflections from citizens. Of these, 21 were related to land, construction and housing; 7 were related to internal affairs; 4 were related to policy and regime settlement; and 2 were related to other areas.
