Provincial People's Council approved 10 key socio-economic tasks

10 key socio-economic tasks for the last 6 months of 2020:

- Focus on removing difficulties and obstacles for investors and businesses; facilitate businesses in accessing capital, credit, taxes, etc.; review and cut costs for businesses to develop production and business to restart the economy.

Research and implement mechanisms and policies to encourage and promote start-ups, support businesses and cooperatives to invest in restoring and expanding production and business activities. Improve the spirit, attitude and working capacity of staff, especially those in policy implementation positions; promote the spirit of accompanying businesses.

-Strongly improve the investment and business environment;effectively implement foreign affairs activities, promote and attract investment. Focus on reviewing and preparing conditions on land, infrastructure, and human resources to be ready to receive investment capital flows.

Focus on handling bottlenecks and bottlenecks in land and administrative procedures to speed up the progress of investment projects, especially key projects; large projects with spillover effects, creating momentum for socio-economic development of the province.

Research and amend the preferential and investment support policies of the province issued in Resolution No. 26/2016/NQ-HDND of the Provincial People's Council.

- Resolutely accelerate the progress of implementation and disbursement of public investment capital. All levels, sectors and localities must identify promoting the disbursement of public investment capital as a key political task. The results of public investment capital disbursement are the main basis for assessing the level of completion of the 2020 tasks of sectors, localities and units.

In case the disbursement result in 2020 is less than 100%, the emulation for completing the 2020 tasks well will not be considered for the head, collective unit, project investor and related organizations and individuals.

Consider transferring capital according to regulations for qualified works and projects with good disbursement progress and need for additional capital to speed up progress; consider transferring project investors according to authority.

- Resolutely and synchronously implement solutions to quickly recover and develop production and business associated with restructuring industries and fields. The focus is on effectively implementing programs and projects associated with restructuring agricultural production; promoting the application of science and technology in agricultural production; policies to support linkages in production and consumption of agricultural products, encouraging enterprises to invest in agriculture and rural areas in Nghe An province, policies to support forestry development so that people in ethnic minority and mountainous areas have income to ensure their lives from forestry; support the effective implementation of linkages in production and processing associated with the consumption of agricultural products.

Strengthening the search and expansion of markets to solve the output of agricultural products, especially tea, cassava starch, processed wood products, caught seafood, etc.; at the same time, grasping the situation of domestic and international market developments of agricultural products to have information to guide appropriate production for people.

Promote trade promotion, connect markets to boost the circulation of goods and services. Actively research policies to support tourism development and effectively implement tourism promotion and advertising. Continue to effectively implement cooperation and linkage programs to develop tourism inside and outside the province. Organize and effectively participate in domestic and foreign tourism promotion activities in accordance with regulations on disease prevention and control...

- Focus on managing budget revenue and expenditure with appropriate solutions, striving to fulfill the highest state budget collection task in 2020; correctly assess and assess the situation, calculate plans to ensure budget balance in the last 6 months of 2020; forecast increased revenue to offset budget deficit,...

- Caring for people's lives and developing culture and society; continuing to promptly implement policies and regimes to support people in difficulty according to Resolution No. 42/NQ-CP of the Government; policies for people with meritorious services and social protection beneficiaries.

Further strengthen vocational training, job creation and sending workers to work abroad under contracts, especially for young people. Direct the effective implementation of the sustainable poverty reduction program. Strengthen the dissemination of life skills for children; prevent and combat summer injuries and drowning; intervene and provide timely support to cases of violence and child abuse. Promote gender equality and women's advancement; prevent social evils.

Focus resources on science and technology for some strategic products of the province, especially agriculture and medicinal herbs. Build and develop brands for products and goods; focusing on key products and specialties with large consumption markets. Organize management and exploitation of products that have been protected by geographical indications and collective trademarks. Implement the Innovative Startup project in the province. Support the formation of a startup ecosystem and business incubation.

- Effectively implement the work of resource management, environmental protection, natural disaster prevention, and climate change response. Proactively develop flood and storm prevention plans; ensure flood and storm prevention in all situations... Strengthen the inspection and handling of lakes and dams at risk of being unsafe; violations of the Law on Dikes on river and sea dikes.

- Improve the effectiveness and efficiency of state management; promote administrative reform; tighten administrative discipline. Continue to innovate working methods; improve public ethics, tighten administrative discipline, resolutely and strictly handle violations of officials, civil servants and public employees. Focus on building office culture.

Every cadre, party member, and civil servant in the state administrative system must seriously grasp and imbue Ho Chi Minh's ideology, morality, and style, regularly cultivate and practice, live with ideals, match words with actions; resolutely fight against conservatism, stagnation; local thinking, group interests; power degeneration, corruption, waste, moral degradation, and social responsibility. Resolutely fight against stagnant thinking, insensitive and irresponsible attitudes among a number of cadres and civil servants towards the people and businesses.

The Provincial People's Committee directed all sectors and levels to focus on reviewing, inspecting, and promptly and effectively resolving voters' opinions and recommendations and issues reflected by Provincial People's Council delegates.

- Ensure national defense, security and social order and safety. Strengthen coordination in management to grasp the situation, advise on the proper handling of issues arising at the grassroots level to avoid unexpected passiveness. Step up attacks and suppression of crime, prevent the formation of organized crime and gangs operating in the "mafia" style.

Direct the fight against and eradicate transnational drug trafficking and transportation networks; eradicate complex drug hotspots. Strengthen the fight against crimes and violations of economic, official, and environmental laws, especially violations in the fields of land, resource, and mineral management. Promote the movement to protect national security.

- Carry out information and propaganda work, strengthen the trust of the entire system, businesses and people, create consensus in society, strengthen the great national unity bloc, and strive to complete the 2020 tasks at the highest level.
