Provincial People's Council passed a resolution amending and supplementing the policy on commune and hamlet level cadres.
(Baonghean.vn) - Based on listening to and absorbing opinions from the grassroots, at the 4th Session, the Provincial People's Council decided to amend and supplement a number of regulations for part-time workers at the commune and hamlet levels in the province.

At the working session this afternoon, Session 4,Provincial People's Councilvoted to pass the Resolution Amending and supplementing a number of articles of Resolution No. 22/2019/NQ-HDND dated December 12, 2019 of the People's Council of Nghe An province on the number, titles, allowances, and policies for activists.non-professionaland other subjects in communes, wards, towns, hamlets, blocks and villages in Nghe An province.
Accordingly, the Provincial People's Council resolved to amend and supplement Clause 2, Clause 3, Article 2, Resolution No. 22/2019/NQ-HDND as follows: "Title for non-professional workers in communes, wards and towns, including: Deputy Commander of the Military Command; Deputy Head of the Party Inspection Committee; Vice Chairman of the Vietnam Fatherland Front Committee; Vice Chairman of the Veterans Association; Vice Chairman of the Women's Union; Vice Chairman of the Farmers' Association; Deputy Secretary of the Ho Chi Minh Communist Youth Union; Chairman of the Association of the Elderly; Chairman of the Red Cross Society; Veterinary; Plant Protection - Agricultural Extension - Forestry Extension - Fisheries Extension; Head of the People's Protection Committee, Deputy Head of the People's Protection Committee (for wards).

The Provincial People's Council assigns the District People's Committee to base on the above amendments and the practical situation in the locality to guide the Commune People's Committee to arrange non-professional workers to take on the positions of commune-level non-professional workers, ensuring that they do not exceed the allowance fund as prescribed in Clause 5, Article 2, Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government.
The Provincial People's Council also resolved to amend and supplement Clause 1, Article 3, Resolution No. 22/2019/NQ-HDND, which is to add the title "Veterinary; Plant protection - Agricultural extension - Forestry extension - Fisheries extension" to the group of titles for non-professional workers in communes, wards and towns.

The Provincial People's Council resolved to amend and supplement Article 7, Resolution No. 22/2019/NQ-HDND.
Specific compensation levels forBranch PresidentFarmers, Veterans, Women, Elderly Associations and Youth Union Branch Secretaries in hamlets and villages with 350 households or more; hamlets and villages in key communes with complicated security and order issues as decided by competent authorities; hamlets and villages in border communes are 400,000 VND/month/person. The allowance level in the remaining hamlets, blocks and villages is 350,000 VND/month/person.
The level of financial support for the People's Mobilization Team in hamlets, blocks, and villages with 350 households or more; hamlets and villages in key communes with complicated security and order issues according to the decision of competent authorities; hamlets and villages in border communes is 2.5 million VND/year/team. The level of financial support for the People's Mobilization Team in the remaining hamlets, blocks, and villages is 2 million VND/year/team.
