Realizing the goal of becoming the center of the North Central region

(Baonghean) - After more than 2 years of implementing Resolution 26-NQ/TW of the Politburo on the development orientation of Nghe An until 2020 and successfully implementing the Resolution of the 17th Provincial Party Congress, Nghe An has a new appearance, position and strength to gradually realize the goal of becoming the center of the North Central region.

Resolution No. 26 of the Politburo on the development direction of Nghe An province until 2020 has really created important premises and results that have created strong development steps. At the initial time of implementation, in order for the Resolution to come into life, along with organizing thorough dissemination to each cadre, party member, and citizen, the Provincial Party Standing Committee issued 21 action programs for implementation. That is the great driving force, creating positive and effective movements from the province to the grassroots.

In Anh Son district, after the 20th Party Congress, term 2015-2020, the district immediately started to build an action program, concretizing the goals of the Congress Resolutions at all levels with specific programs and projects. Anh Son has created a fundamental shift in agricultural production, one of the leading localities in completing land conversion, crop conversion of some crops on 2-rice land and alluvial land, creating clear efficiency in agriculture.

Entering the implementation of the Resolution of the Congress for the 2015-2020 term, Anh Son has a new spirit and new conditions when "Anh Son Industry has revived", that is the comment of comrade Le Hong Vinh, member of the Provincial Party Committee, Secretary of the District Party Committee.

This is completely reasonable when in the district, a series of investment projects in the field of processing industry and construction materials industry have started to operate. Those are the Lam River Sugar Factory with a stable processing capacity of 1,500 tons/day; the Lam River Cement Factory 2 with a capacity of 0.6 million tons/year is preparing to produce products; the Clean Charcoal Factory, the Cassava Starch Processing Factory have started production and processing; the Tea Processing Machine Factory... has truly "restarted" the industrial economy that was previously considered the industrial center of the Southwest region of the province. Anh Son aims to develop comprehensively, becoming a fairly developed district of the province; the District Party Committee has issued an Action Program to implement the Congress Resolution with 8 new projects.

In the economic field, Anh Son is clearly defining the development orientation of two key points at the same time: agricultural economy and industry, in which the industrial economy accelerates the progress of putting into production a number of investment projects on the basis of effectively exploiting potential advantages. At the same time, striving to have 10 communes meeting the criteria of new rural communes by the end of the term.

In Hoang Mai Town, with the determination of the growth pole of the province, the industrial and service town. The policy of Hoang Mai Party Committee prioritizes the development of high-tech industrial projects, supporting industries to serve large-scale industrial projects to create a breakthrough in the economic development of the Town, on that basis to attract investment, quickly fill the area of ​​3 industrial parks. Some large investment projects are being implemented in Dong Hoi Industrial Park (Quynh Lap) such as Hoa Sen Steel Project, Quynh Lap 1 Thermal Power Plant Project and some projects in the fields of trade, services...

In particular, recently, with the announcement that Hoang Mai Town is planned as a type IV urban area under the province, and the development orientation to meet the criteria of a type III urban area by 2020, the young town is affirming its new development position.

The reality of localities after implementing Resolution 26, and the action program to implement the Resolution of the Party Congress at all levels, has confirmed that this is a Resolution that meets the people's wishes. The gross domestic product (GRDP) of Nghe An in 2015 is estimated at 58,884 billion VND, an increase of 7.43%, higher than the growth rate of the last 3 years (2013 increased by 6.01%, 2014 increased by 6.77%), higher than the average of the whole country. The application of scientific and technological advances and production is focused, contributing to improving the quality and value of products. The total source of new rural construction reached over 14,000 billion VND. In 2014, 33 communes met the standards, it is expected that by the end of 2015, the whole province will have 114 communes reaching the finish line.

A remarkable achievement worth noting is the promotion of investment and improvement of PCI index. In recent times, the whole province has made continuous efforts to implement synchronous solutions to improve the business environment. Nghe An's provincial competitiveness index has had positive changes. Nghe An's PCI in 2014 made a remarkable progress, increasing 18 places compared to 2013, ranking 28th out of 63 provinces and cities, among the group of fairly good provinces. Thanks to that, the investment attraction results in 2015 far exceeded the set target of 100 projects/ 20,000 billion VND of registered capital.

In the 2014-2015 period alone, the number of projects attracting investment increased 1.48 times, the registered capital increased 2.22 times compared to the 2011-2013 period. Up to now, Nghe An has granted 533 new projects, including 507 domestic investment projects, 26 direct investment projects, attracting many large-scale projects, applying advanced technology and techniques...

2015 was also the year that attracted many large breakthrough projects such as: VSIP Nghe An Industrial - Urban - Service Complex; Quynh Lap 1 Thermal Power Plant; Hoa Sen Steel Factory; Royol Foods Nghe An Factory; Vingroup Trade - Service Complex; Friendship General Hospital Phase 2...

With the rapidly growing health system, both public and non-public, Nghe An is gradually becoming the center of medical examination and treatment in the North Central region. Poverty reduction work has been strengthened, directed and effectively implemented, the poverty rate is 7 - 7.5%. Social politics are stable, social order and safety are ensured, foreign affairs activities are expanded... After 2 years of implementing Resolution No. 26 of the Politburo, the achievements have had a strong impact on the local socio-economic life, creating a new face for Nghe An.

In the spirit of the objectives of Resolution 26-NQ/TW, as well as the Resolution of the 18th Provincial Party Congress, Nghe An identified 3 key economic zones with 5 breakthroughs including developing tourism services; developing high-tech and processing industries associated with exploiting local resources; investing in infrastructure; restructuring in agriculture, applying biotechnology and high technology, creating key products; promoting institutional reform, issuing mechanisms to create momentum for development, and strengthening administrative reform.

Along with that, the draft action program to implement the resolution of the 18th Provincial Party Congress includes 11 contents, the key program will be the new foundation and premise for Nghe An to realize the goal of becoming the Center of the North Central region.
