Complete all tasks well, meet the expectations of voters in the province

(Baonghean.vn) - After a day of urgent and serious work with a democratic spirit and high responsibility, we have completed the entire content and program of the first session of the 17th People's Council for the 2016-2021 term. The session heard a report on the election results of the Provincial People's Council deputies for the 2016-2021 term; a report on the results of confirming the qualifications of Provincial People's Council deputies; and listened to voters' opinions and recommendations sent at meetings with candidates for the Provincial People's Council deputies.

At the meeting, delegates exercised their democratic rights and wisely selected comrades with sufficient qualities and abilities, and elected positions under their authority: Chairman, Vice Chairman, Head and Deputy Head of the Provincial People's Council Committees; Chief of the Provincial People's Council Office; Chairman, Vice Chairman and members of the Provincial People's Committee; People's Jury of the Provincial People's Court according to new regulations of the Law on Organization of Local Government.

Also at the meeting, we heard important speeches of direction, inspiration and motivation from comrade Nguyen Dac Vinh, member of the Party Central Committee, Secretary of the Provincial Party Committee; speeches of acceptance of duties from the heads of the People's Council and People's Committee of the province. I believe that, with the wise choice of the People's Council delegates, with the capacity and trust of the key leadership positions of the People's Council and People's Committee that have just been elected, you will successfully complete the tasks that the Party and people have entrusted you with.

The meeting passed resolutions on confirming the election results of the positions of Chairman; Vice Chairman; Head, Deputy Head and Chief of Office of the Provincial People's Council, term XVII, 2016 - 2021; Chairman, Vice Chairman and members of the People's Committee of Nghe An province, term XVII, 2016 - 2021; People's Jury of the Provincial People's Court; Resolution on the establishment of the Ethnic Council of the Provincial People's Council, term XVII, 2016 - 2021; on the number of members of the Provincial People's Council Committees; on the organization of the 2016 regular session of the Provincial People's Council, term XVII, 2016 - 2021.

The Provincial People's Council voted to approve the meeting contents.

The success of the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term and the first session of the 17th Provincial People's Council is a good start, laying the foundation and creating momentum for the successful implementation of the People's Council's tasks throughout its entire term of operation, a term in which the Party Committee, government and people have important tasks.Build Nghe An into a fairly developed province in the Northern region; develop towards industrialization and modernization; be the center of finance, trade, tourism, education and training, science and technology, healthcare, culture, sports, and high-tech industry of the North Central region.in the spirit of the 18th Provincial Party Congress Resolution.

To promote the achieved results, on behalf of the Provincial People's Council, I request the Standing Committee of the Provincial People's Council, the People's Committee, the Committees of the Provincial People's Council, and the Provincial People's Council delegates to focus on implementing well the following key tasks:

1. Continue to successfully implement the Resolution of the Provincial People's Council at the 15th session of the 16th term on the socio-economic goals and tasks in 2016. The People's Council and the Committees of the 17th term Provincial People's Council have a specific plan to urge and supervise the implementation of the resolution, the compliance with the law of State agencies, economic and social organizations and the community. Immediately after this session, the Provincial People's Council will immediately start preparing for the second session (scheduled to be held in 2 days, August 2-3, 2016) to discuss and decide on important issues under its authority.

2. The Law on Organization of Local Government and the Law on Supervision of the National Assembly and People's Councils have many new provisions on the organization and operation of the People's Council. Therefore, delegates need to prioritize time to study and fully understand the provisions of the Law. The Standing Committee, the Committees of the People's Council and the People's Council delegates promote their roles and responsibilities to improve the quality of meetings; innovate methods of contacting voters; enhance the effectiveness of supervision activities and the quality of issuing resolutions and decisions on important local issues; strengthen the working coordination relationship between the People's Council, the People's Committee, the People's Court, the Provincial People's Procuracy, departments, branches and local authorities at all levels, creating a combined strength in successfully implementing the set goals and tasks.

3. Improve the management and direction effectiveness of the Provincial People's Committee, promote administrative reform, create an open environment and favorable policies to attract investment, create favorable conditions for business development, and meet the socio-economic development requirements of the province in the new period./.
