Complete construction and operation of Nghe An province's Smart Monitoring and Operation Center in September
After 3 years of implementing Resolution 09 of the Provincial Party Committee on digital transformation, 11/11 goals on digital government, 5/6 goals on digital economy and 3/3 goals on digital society have been completed.
On August 5, 2022, the Provincial Party Executive Committee issued Resolution No. 09-NQ/TU on digital transformation of Nghe An province by 2025, with a vision to 2030.
After 3 years of implementation, many positive results have been achieved. In particular, digital government is a group of tasks that has been strongly and effectively implemented, playing a leading role in the two groups of digital economy and digital society.

Priority areas have been implemented quite effectively: Health, education, industry and trade, agriculture and environment, culture and tourism, internal affairs, administrative reform, digital economy, digital citizens such as community digital technology group activities, digital utilities serving people such as VNeID, VssID, digital health, digital education...
Digital institutions are gradually being perfected. Digital human resources are given attention with 100% of cadres, civil servants and public employees being trained in digital transformation; people are being educated in digital skills through many channels.
Digital infrastructure is heavily invested. 99.74% of the population has mobile coverage; 68% of households have fiber optic Internet connection; 5G is covered in 100% of wards and communes of Vinh City (old) and district/town centers (old).
Digital platforms are deployed with systematic investment, in line with the Central Government's orientation, ensuring stable and flexible operation, and reasonable investment costs. The province also implemented effectively, ranking among the top in the country in implementing Project 06/CP.
Although Nghe An's digital economy has not yet achieved its set target, it has developed steadily over the years. In particular, the estimated proportion of digital economy/GRDP of Nghe An province in 2024 is 9.05%, ranking first in the North Central region and 15th out of 63 provinces and cities (old).

Information security is ensured with outstanding results. Digital transformation in Party and Front agencies has positive changes.
Especially the strong change in implementing Resolution 57 of the Politburo. The total number of digital transformation tasks in 2025 in the plan is 43 tasks and so far, 7 tasks have been completed, 8 tasks are regularly implemented and 16 tasks are being deployed.
However, digital human resources are still weak and lacking, especially in the context of operating two-level local governments. Digital infrastructure in remote areas is still thin and unstable in common natural disaster situations.
The database has not been systematically built, is fragmented, lacks standardization and connectivity. Many databases do not ensure "correct - sufficient - clean - alive".
Digital platforms are still not stably connected, especially systems serving people and businesses. Information security, network security, and high-tech crimes are still complicated. Smart urban services have not been effectively deployed.

Provincial Party Secretary Nguyen Duc Trung requested that in the coming time, Resolution No. 09 be continued to be implemented, closely linked with Resolution No. 57 of the Politburo. The Provincial People's Council continues to study and promulgate mechanisms and policies to create a favorable environment for the digital transformation process in the province.
The Provincial People's Committee, departments, branches, and localities review and supplement mechanisms, policies, and legal documents; develop infrastructure, data platforms, and digital human resources; focus on digitalization, building key databases; and enhance network safety and security.
Promote training and attract human resources; build and operate the IOC Provincial Smart Monitoring and Operation Center to meet the progress to be completed in September; continue to pay attention to allocating resources for the Commune-level Public Administration Service Center.
