1 - Prime Minister finalizes Lunar New Year holiday plan

Prime Minister Nguyen Xuan Phuc agreed with the proposal of the Ministry of Labor, War Invalids and Social Affairs on the Lunar New Year holiday from December 29, Binh Than year to January 5, Dinh Dau year.

The Prime Minister requested that agencies and units implementing the above holiday schedule pay attention to arranging and reorganizing work units reasonably to handle work continuously, ensuring good service to organizations and people.

Agencies and units that do not have fixed holidays on Saturdays and Sundays every week will arrange appropriate holiday schedules based on the specific programs and plans of the unit.

The Prime Minister authorizes the Minister of Labor, War Invalids and Social Affairs to announce the implementation of the above Lunar New Year holiday.

2 - Increase regional minimum wage from January 1, 2017

The Government has just issued Decree No. 153/2016/ND-CP stipulating regional minimum wages for employees working under labor contracts.

Accordingly, the subjects of application include: Employees working under labor contracts as prescribed by the Labor Code; enterprises established, organized, managed and operated under the Law on Enterprises; cooperatives, cooperative unions, cooperative groups, farms, households, individuals and other organizations in Vietnam that hire employees under labor contracts; foreign agencies, organizations, international organizations and foreign individuals in Vietnam that hire employees under labor contracts.

The regional minimum wage applicable to employees working in enterprises from January 1, 2017 is as follows: Region I: VND 3,750,000/month; Region II: VND 3,320,000/month; Region III: VND 2,900,000/month; Region IV: VND 2,580,000/month. Thus, the new regional minimum wage is about VND 180,000-250,000/month higher than the current wage.

3 - Speed ​​up compensation for damage caused by marine environmental incidents

The Government Office has just announced the conclusion of Deputy Prime Minister Truong Hoa Binh at the Steering Committee meeting on solutions to stabilize the lives and production and business of people in four central provinces affected by the environmental incident.

The conclusion announcement stated that, despite being affected by a number of objective factors such as storms and floods, the complicated nature of the work, and the large volume of work, in the past time, ministries, branches, localities and related agencies have actively and proactively implemented the assigned tasks and achieved many good results. Up to now, some provinces have initially paid compensation for damages to people affected by the incident.

To ensure that in the coming time, the work of compensation for damages will be further accelerated, ensuring certainty, openness, transparency, striving to complete in 2016, Deputy Prime Minister Truong Hoa Binh requested relevant ministries, branches and localities to focus on implementing the tasks assigned by the Prime Minister in relevant documents, especially the tasks assigned in Notice No. 359/TB-VPCP dated October 4, 2016.

4 - Ensure the rights of children of Vietnamese women married to foreigners to reside in Vietnam

Deputy Prime Minister Vu Duc Dam requested Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities to continue to strictly implement the tasks assigned in Notice No. 133/TB-VPCP dated June 6, 2011 at the National Conference on marriage and family relations involving foreign elements.

The Deputy Prime Minister assigned the Ministry of Justice to preside over and coordinate with the Ministries of Labor, War Invalids and Social Affairs, Public Security, Foreign Affairs and relevant agencies to review, evaluate and resolve issues related to nationality and civil status to ensure the implementation of rights for children of Vietnamese citizens and foreigners residing in Vietnam.

The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Ministries of Justice, Public Security, Foreign Affairs, Education and Training, Health, the Central Committee of the Vietnam Women's Union, the Vietnam Social Security and relevant agencies to study and propose comprehensive solutions to implement policies for children of women married to foreigners who return to Vietnam to live, ensuring compliance with the provisions of the law on children; ensuring the rights to live, study and receive medical treatment for children.

5 - Prosecution of fake inspection documents for aquatic feed products

Permanent Deputy Prime Minister Truong Hoa Binh assigned the Ministry of Public Security to prosecute, investigate and strictly handle violations of the law at the Aquaculture Testing, Inspection and Certification Center under the Directorate of Fisheries in accordance with the law and report the results to the Prime Minister.

According to the report, more than 800 products, including 668 products used to improve the aquaculture environment and 140 aquatic feed products that do not meet quality standards, have been circulated on the market by purchasing circulation licenses from the Center for Testing, Inspection and Certification of Aquaculture, under the Directorate of Fisheries.

From this network, in the 2 years from 2013-2015, many low-quality, even toxic products were on the list of products allowed to circulate, deceiving farmers across the country.

6 - Establishment of the Institute of Natural Resources and Environment

The Prime Minister has just decided to establish the Institute of Natural Resources and Environment under the Vietnam National University, Hanoi. The Institute of Natural Resources and Environment has legal status, its own seal and account. Its headquarters is located in Hanoi city.

The main functions and tasks of the Institute of Natural Resources and Environment are: Scientific research and technology application in the field of natural resources, environment and sustainable development; consulting and service activities related to the field of natural resources, environment and sustainable development; training activities in related majors according to the provisions of law.

The Institute of Natural Resources and Environment is a public scientific and technological organization operating under an autonomous mechanism, self-guaranteeing regular and investment expenditures. The staff of the Institute of Natural Resources and Environment is balanced and adjusted within the current total staff of the Vietnam National University, Hanoi.

7 - Applying quality management systems to the operations of agencies

The Prime Minister requested ministries, branches and localities to seriously implement the construction and application of quality management systems according to current regulations.At the same time, the Prime Minister also requested ministries, branches and localities to combine the construction and application of quality management systems with e-Government to ensure the effectiveness of activities.

The Ministry of Justice has guidelines for applying the Quality Management System to local vertical agencies.

The Ministry of Science and Technology shall coordinate with relevant agencies to continue to inspect and urge the implementation of Decision No. 19/2014/QD-TTg and periodically report to the Prime Minister.

The application of this management system has contributed effectively to administrative reform and improved the quality of agency operations. Thereby, it has gradually created trust and satisfaction of organizations and individuals when transacting with state administrative agencies.

8 - Apply poverty reduction policy based on income criteria

In the immediate future, apply poverty reduction policies to poor households based on income criteria. Assign the Ministry of Finance to allocate funds to implement poverty reduction policies in the annual state budget estimates.

For poor households lacking access to basic social services, Deputy Prime Minister Vuong Dinh Hue assigned the Ministry of Labor, War Invalids and Social Affairs to coordinate with ministries to research and submit to competent authorities support methods to ensure people have access to basic social services that are lacking.

The funding source for policy implementation is integrated from the state budget for socio-economic development and 21 target programs for the 2016-2020 period. When allocating funding for national target programs, the ministries proactively arrange funding to address the lack of access to basic services for poor and near-poor households.

9 - Timely resolve business suggestions and feedback

The Government Office has just issued a document conveying the Prime Minister's direction on receiving and handling feedback and recommendations from businesses.

The document clearly states that, in order to promptly resolve difficulties and problems of enterprises in production and business, the Prime Minister requests ministries, branches and localities to promptly resolve recommendations and feedback from enterprises that are compiled by the Government Office, forwarded to competent handling agencies, responded to enterprises, and sent to the Government Office for public disclosure on the Government Electronic Information Portal.

The Prime Minister assigned the Government Office to identify the presiding agency and coordinating agency to resolve enterprises' petitions in cases where these petitions are related to the authority and tasks of many agencies; and urge relevant agencies to respond to enterprises' petitions within the deadline.

10 - National defense and security knowledge training for subject 1

The Prime Minister has just approved the Plan for training in national defense and security knowledge for subject 1 in 2017.

According to the Plan, in 2017, 5 training courses will be opened, each course will have 70 comrades at the National Defense Academy. The training subjects are subject 1 who have not been trained in national defense and security knowledge.

Agencies, organizations, provinces and centrally run cities shall, based on the quotas for each term, send the required number of members as assigned in the plan. Those who are absent must participate in national defense and security training in the following terms.

The plan aims to continue implementing Directive No. 12-CT/TW dated May 3, 2007 of the Politburo on strengthening the Party's leadership over national defense and security education in the new situation; as a basis for organizing and implementing well the training to improve national defense and security knowledge for subject 1 according to the provisions of the Law on National Defense and Security Education and Decree No. 13/2014/ND-CP dated February 25, 2014.
