Provincial People's Council gives opinions on abolishing 11 resolutions

(Baonghean.vn) - Based on the review, the Legal Committee and the Provincial People's Council agreed to abolish 11 resolutions issued before December 31, 2021 related to socio-economic, national defense and security in the province.

On the morning of June 27, the Legal Committee of the Provincial People's Council held a meeting to review reports and draft resolutions in the legal field submitted to the Provincial People's Council session.

The meeting was chaired by Mr. Pham Thanh Chung - Standing Member of the Provincial People's Council, Head of the Legal Committee of the Provincial People's Council. Participating in the review were Mr. Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; representatives of the Provincial People's Committee Office and a number of relevant departments and branches.

Reviewing the draft resolution approving the results of reviewing legal normative resolutions issued by the Provincial People's Council from December 31, 2021 and earlier that are still in effect, the meeting members agreed with the review results submitted by the Provincial People's Committee with a total of 168 resolutions; of which 146 resolutions are still in effect; 2 resolutions are completely expired; 10 resolutions are partially expired; 20 resolutions are amended, supplemented, replaced or abolished, of which 8 resolutions need to be abolished.

However, the Legal Committee and the Provincial People's Council proposed that the Provincial People's Committee direct the Department of Home Affairs and the Department of Transport to review, advise on amendments, supplements or replace Resolution No. 253 issued by the Provincial People's Council in 2008 regulating support policies for cadres and civil servants assigned to key districts and communes in ethnic minority areas, particularly disadvantaged areas with many weaknesses and armed forces assigned to border communes in the province; Resolution No. 230 issued by the Provincial People's Council in 2008 on support policies for the construction and upgrading of passenger wharves, the construction and purchase of new cross-river passenger boats in the province; because some policies and regulations in the resolution are no longer suitable for reality.

The Legal Committee and the Provincial People's Council also agreed to continue implementing Resolution No. 15 regulating prices of public irrigation products and services in the province for the period 2019 - 2020, because currently, the regulation on maximum prices of public irrigation products and services in 2021 and 2022 has not been issued by the Ministry of Finance, but is allowing the application of the maximum price for the period 2017 - 2020.

However, the Legal Committee requested the Provincial People's Committee to clarify the reasons and legal basis to explain clearly to the Provincial People's Council delegates when discussing at the meeting.

The Legal Department also requested that departments and branches proactively review and propose to promptly abolish resolutions on time and content that are no longer appropriate, such as Resolution No. 117 on the loan mechanism to clear land for a number of key projects of the province, applied in the period of 2016 - 2018, but only reviewed to abolish at this time.

At the same time, the Provincial People's Committee is requested to direct departments, branches and sectors to review resolutions containing some contents and policies that are no longer suitable to current practices in order to propose solutions for handling these documents.

At the meeting, the Legal Committee of the Provincial People's Council also reviewed the draft resolution to abolish the resolution of the Provincial People's Council, including abolishing all 4 resolutions, including Resolution No. 177 on the loan mechanism to clear land for a number of key projects of the province and Resolution No. 26 on the policy of supporting funding for purchasing and operating voyage monitoring equipment installed on fishing vessels with a length of 15 m or more in the province.

The reviewed contents will be compiled by the Legal Department and reported to the Standing Committee of the Provincial People's Council before being submitted to the 7th Session of the Provincial People's Council, scheduled to be held in early July 2022.
