Provincial People's Council gives opinions on building 428 commune-level police headquarters

(Baonghean.vn) - Based on the proposal of the Provincial People's Committee, at the review meeting, the Legal Department and the Provincial People's Council requested departments and branches to clarify resources to ensure the construction and upgrading of 428 commune police headquarters across the province.

The meeting was chaired by Mr. Pham Thanh Chung - Standing Member of the Provincial People's Council, Head of the Legal Committee of the Provincial People's Council. Participating in the review were Mr. Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; representatives of the leaders of the Provincial People's Council, the Office of the Provincial People's Committee and a number of relevant departments, branches and sectors.

Examining the draft resolution to approve the Project on building new and renovating, upgrading and repairing working headquarters for the Commune and Town Police in the province for the period 2023 - 2030, the members attending the meeting affirmed the necessity of issuing this resolution.

Although the deployment of regular police to the grassroots has been implemented for a while, the effectiveness of this force has been affirmed, contributing to ensuring security and order in each locality; however, the working conditions and headquarters of the Commune Police still have many difficulties.

However, many members are concerned about the scope and application of the project, which is only for the Commune and Town Police and has not yet mentioned the Ward Police.

Meanwhile, at present, the urbanization rate is fast, along with the policy of rearranging administrative units at district and commune levels that is continuing to be implemented, the administrative units of towns and communes can be upgraded to wards. Therefore, it is recommended that the agency drafting the draft resolution consider and adjust.

Many opinions are also concerned about the resources to ensure the implementation of the project when Nghe An has a large number of commune-level administrative units, which means the number of commune police headquarters that need to be newly built and upgraded, and majorly repaired with a total of 428 headquarters and the total investment cost to implement the project is about more than 1,826 billion VND.

On the other hand, if the "rigid" regulation on the area of ​​the Commune Police headquarters with 500 m2 is not appropriate and needs to be flexible, because in reality in some localities, especially mountainous and urban areas, finding this area to build headquarters is extremely difficult.

Also this morning, the Legal Committee of the Provincial People's Council reviewed the report on the situation and results of crime prevention and law violation work in the first 6 months of 2022; directions and key tasks for the last 6 months of 2022.

The issue that many opinions are concerned about is that the Provincial Police need to analyze and clarify the subjective and objective causes leading to crimes and law violations to find solutions; promote the role of the communal police in preventing and combating crimes and law violations; and have solutions to warn about crimes and law violations so that people know and are vigilant.

During the remaining time of the meeting, the Legal Committee of the Provincial People's Council reviewed the draft resolution amending and supplementing a number of articles of Resolution No. 18 on financial support for civil and administrative judgment enforcement in the province, which was issued by the Provincial People's Council in 2018.

The Legal Committee and the Provincial People's Council requested the drafting agency, the Provincial Civil Judgment Enforcement Department, to accept and supplement the clarification of the basis and necessity of support in the draft; at the same time, review and edit some sentences to ensure accuracy.

The Legal Department and the Provincial People's Council also reviewed the reports of the Provincial Civil Judgment Enforcement Department, the Provincial People's Procuracy, and the Provincial People's Court on the sector's work in the first 6 months of the year and tasks for the last 6 months of 2022.
