Nghe An Provincial People's Council reviews draft Resolutions on poverty reduction work
(Baonghean.vn) - To prepare for the 6th session (special session) of the Provincial People's Council, on the morning of June 21, the Culture - Social Committee of the Provincial People's Council held a meeting to review the draft Resolutions.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council. Also attending were representatives of leaders of provincial departments, branches and sectors.

At the meeting, the Committee for Culture and Society, the Provincial People's Council organized the review of the contents of the draft Resolutions of the Provincial People's Council stipulating the principles, criteria, and norms for allocating central budget capital and the proportion of local budget counterpart funds to implement the National Target Program on Sustainable Poverty Reduction, period 2021 - 2025 in Nghe An province and the draft Resolution of the Provincial People's Council on the plan for the National Target Program on Sustainable Poverty Reduction, period 2021 - 2025 and 2022 in Nghe An province.

Giving opinions on the contents of the draft Resolution, the delegates basically agreed on the Draft Resolution of the Provincial People's Council on the plan of the National Target Program on sustainable poverty reduction, period 2021 - 2025 and 2022.
The goal is to strive to reduce the multidimensional poverty rate by an average of 1-1.5% per year; in which, the mountainous areas will reduce by 2-3% per year, and poor districts will reduce by 3-4% per year.

Regarding the Draft Resolution of the Provincial People's Council stipulating principles, criteria, and norms for allocating central budget capital and the proportion of local budget counterpart capital to implement the National Target Program on Sustainable Poverty Reduction, period 2021-2025 in the province.
This is the legal basis for making medium-term and annual investment plans from the State budget and allocating capital to sectors, localities, and units using State budget capital to implement the program; contributing to improving efficiency according to the principle of focused, key and sustainable investment, especially in poor districts in the province.
Therefore, delegates still have many concerns about the legality, norms, and inadequate criteria for capital allocation, etc. If based on the number of administrative units and population size, there will be inadequacies between poor districts and districts, cities, and towns with many administrative units and large populations. The annual capital allocated to units is still spread out.

Delegates suggested that the Department of Labor, War Invalids and Social Affairs should base on reality and purpose to adjust the criteria more appropriately; allocate capital selectively and integrate to avoid spreading in order to achieve the set goals. At the same time, clarify the capital sources allocated to departments, branches, and sectors...
Commenting on the content of the draft Resolution, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council emphasized: Currently, the Government is resolutely implementing the economic recovery program, therefore, the Government is resolutely directing the disbursement of public investment.
In addition to accelerating the disbursement of public investment capital for key projects, there are national target programs. Therefore, relevant departments, branches and sectors need to closely follow the Government's directives and guidelines to properly implement regulations and ensure compliance with the law in implementing national target programs.
The Standing Vice Chairman of the Provincial People's Council requested the committees of the Provincial People's Council to continue completing the contents to submit to the upcoming session.

Concluding the review session, Head of the Culture - Social Committee of the Provincial People's Council Chu Duc Thai agreed on the content of the Draft Resolutions; at the same time, requested the drafting agency to absorb the delegates' comments to supplement and complete the content of the Draft Resolutions to submit to the upcoming session of the Provincial People's Council.
