Conference on exchanging operational experiences between the Standing Committee of the Provincial People's Council and the Standing Committee of the District People's Council
(Baonghean.vn) - Discussing at the meeting of the Provincial People's Council Standing Committee with the District People's Council Standing Committee, some opinions suggested that there should be a regulation for handling after supervision by the People's Council, and at the same time proposed that Party Committees and People's Committees at all levels should step in to inspect and examine to create "heavy" pressure to solve the pressing issues that are arising.

Attending the conference were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of the leadership of the Provincial Vietnam Fatherland Front Committee, together with the Standing Committee of the People's Council of Vinh city, Cua Lo town and the districts of Ky Son, Tuong Duong, Con Cuong, Anh Son, Do Luong, Thanh Chuong, Nam Dan, Hung Nguyen, Nghi Loc.

Recommend that the Party Committee and People's Committee at the same level conduct inspections after supervision by the People's Council.
The introduction at the conference presented by comrade Nguyen Thi Anh Hoa - Deputy Chief of Office of the National Assembly Delegation and Provincial People's Council affirmed that the People's Councils at all levels of the province have recently made many innovations, improving the quality of activities according to their functions and tasks.
To continue to improve the quality of operations and build People's Councils at all levels in the province.is truly the local state power agency, representing the will and aspirations of the people, promoting democracy and the rule of law; together with the Party Committee, the government and the people to well perform the task of socio-economic development of the province, the Standing Committee of the Provincial People's Council organized a conference with the Standing Committee of the District People's Council to continue to exchange experiences, propose innovative solutions, and improve the quality of activities of People's Councils at all levels.

From practical activities, the opinions discussed at the conference exchanged and analyzed many experiences and skills of activities under the functions and authority of the People's Council. In particular, implementing the responsibilities of elected representatives, regularly maintaining contact with voters through voter contact activities, participating in citizen receptions and People's Council meetings in their constituencies, through monitoring activities, focusing on the grassroots... Accordingly, grasping the thoughts, aspirations and reflections of voters and people is done in a more diverse and timely manner through many channels, not only at voter contact conferences.
Along with that, synthesizing and classifying voters' opinions and recommendations more scientifically; Provincial People's Councils and localities strengthen supervision, follow-up, and urge all levels and sectors to resolve voters' recommendations in a more timely and quality manner and respond to voters' recommendations to the specific addresses of the petitioners and reflectors.

The monitoring and thematic survey activities of the Provincial People's Council and district-level units continue to receive attention to improve quality through the selection of key contents related to people's livelihood issues, especially the shortcomings, limitations, inadequacies, and difficulties arising in the practical direction and administration of authorities at all levels, which are of interest to voters and the people; focusing on monitoring and survey methods to ensure the correct detection of problems and appropriate recommendations; paying special attention to monitoring, urging, and re-monitoring the contents of recommendations after monitoring that have not been effectively implemented.
At the provincial level, a number of outstanding monitoring topics have been organized: Training and human resource development; suspended projects, projects behind schedule and projects using land for the wrong purpose; implementation of resolutions of the Provincial People's Council on land recovery and conversion of land use purposes; state management of minerals; compliance with environmental protection laws by organizations, units and enterprises in the province...

Some opinions also shared experiences in implementing the accountability activities of the Standing Committee of the People's Council and organizing People's Council meetings at all levels; improving the quality of questioning sessions at meetings; handling petitions; considering the responsibilities of People's Council delegates at all levels in performing the responsibilities and tasks of elected representatives...
Besides the movements and innovations, opinions also frankly analyzed some difficulties and limitations in performing the functions of the People's Council as well as the responsibilities of elected representatives.
It is noteworthy that the quality of handling some opinions and recommendations of voters by People's Committees at all levels and relevant agencies is not high; there are opinions of voters that are slow to be resolved, and voters have opinions many times.

The implementation of recommendations through supervision of People's Councils at all levels, especially complex issues related to many sectors, has not been really effective. From that reality, some opinions suggest that it is necessary to study and perfect the regulations for handling recommendations after supervision of People's Councils in a synchronous manner, associated with the implementation of powers and responsibilities of delegates, delegations, and People's Council committees according to the provisions of law. Through supervision and survey, People's Councils at all levels need to boldly propose that Party Committees and People's Committees at the same level participate in inspections and audits in order to create "heavyweight" to resolve urgent issues that arise.
Focus on urging the implementation of key programs
In his concluding remarks at the conference, in addition to highly appreciating the quality of the opinions exchanged at the conference, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council also emphasized: In order to continue to perform well the functions and tasks of the elected body, it is recommended that the Standing Committee of the Provincial People's Council, committees, delegation groups, and People's Council delegates at all levels in the province closely follow the 2023 work program of the Party Committees and authorities at all levels to coordinate and urge to overcome difficulties and limitations, to achieve at the highest level the socio-economic development goals and targets in 2023.

Along with that, it is necessary to promote administrative reform, improve the investment and business environment; remove difficulties in terms of premises, capital sources, markets, and labor for enterprises and production and business households; speed up the implementation of target programs and national target programs; focus on disbursing public investment capital; pay attention to environmental protection; education, health care for the people, social security activities; ensure order, security, social safety, traffic safety, fire prevention and fighting.
As an elected body, the Standing Vice Chairman of the Provincial People's Council requested the Provincial People's Council committees and the Standing Committees of the District People's Councils to strengthen supervision and urge the implementation of policies of the Central and the province.

The focus is on the Population Data Building Program under Project 06 of the Government; merging administrative units in the period of 2023 - 2025; implementing new policies for commune-level officials, civil servants and non-professional workers in communes, villages, hamlets and hamlets according to Decree No. 33 of the Government (replacing Decree 34 of the Government); administrative reform program, support program for poor households and those facing housing difficulties of the Provincial Party Standing Committee.
At the same time, it is necessary to implement the policies and regimes that have just been issued by the Provincial People's Council at the 14th Session, including specific policies to support forest management and protection; building swimming pools and teaching swimming to children; drug addiction treatment, population - health; support for staff working at the one-stop department; policies to support aquatic and seafood exploitation; transporting goods and logistics through Cua Lo port; recruiting contract preschool teachers...

The Standing Vice Chairman of the Provincial People's Council also requested People's Council agencies at all levels to continue to innovate and improve operational efficiency, including increasing the application of information technology and digital transformation, especially in preparing and organizing meetings, meeting voters, handling petitions and letters; coordinating work with People's Committees and Fatherland Front Committees at all levels.
Proactively organize the regular meeting at the end of 2023 to evaluate the socio-economic development results in 2023, the 2021-2025 period; set out tasks for 2024; at the same time, organize a vote of confidence for positions elected by the People's Council according to Resolution No. 96/2023/QH15 of the 15th National Assembly.
