Continuing the working program, on November 15, the National Assembly discussed the draft Law on Education (amended), the Law on Tax Administration (amended), and voted to pass the Law on Protection of State Secrets.

Continuing the working program, on the morning of November 15, the National Assembly discussed in the hall the draft Law on Education (amended).
At the 5th Session, after discussing this draft law, the National Assembly decided to expand the scope of amendments to the draft law, so the name of the law was changed from the Law amending and supplementing a number of articles of the Law on Education to the draft Law on Education (amended) to comprehensively amend it to institutionalize the Party's viewpoints and orientations on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration.
At the same time, the draft law specifies new provisions of the 2013 Constitution with contents related to education and training development; ensures consistency and synchronization with other relevant legal documents to manage and improve the quality of education and training; ensures comprehensiveness, feasibility, and suitability with practical conditions; creates a legal corridor for implementing education and training innovation and mobilizing domestic and foreign resources for education development, promoting international integration in education and training; ensures inheritance and development of current legal provisions in the field of education and training.
Through discussion in groups on the afternoon of November 8, the majority of National Assembly deputies agreed on the need to comprehensively amend the Education Law and assessed that the draft Law submitted to the National Assembly this time had been carefully and elaborately prepared.
In addition, National Assembly delegates contributed many specific opinions, focusing on a number of contents: general education programs and textbooks; policies for teachers; general education methods; preschool education; family education; prohibited behaviors in educational activities; general education age; the relationship between family and school in shaping students' personalities, and international cooperation in education...
In the afternoon session, the National Assembly voted to pass the Law on Protection of State Secrets.
The draft Law on Protection of State Secrets submitted to the National Assembly for consideration at this session has been explained, accepted, and revised, consisting of 5 chapters and 28 articles with some major contents such as: the scope of state secrets (Article 9); the list of state secrets (Article 10); and the period of protection of state secrets (Article 19).
Notably, compared to the draft Law submitted by the Government at the 4th Session, the draft Law has been supplemented with provisions on conferences, seminars, and meetings containing state secrets (Articles 18 and 19), which specifically stipulate the authority to organize, the participants, and assign the Government to specify in detail the conditions on the venue, means, equipment, protection plans, and the recovery of documents and objects containing state secrets used at conferences, seminars, and meetings to strictly manage, prevent, and stop the disclosure and loss of state secret information in these activities.
At the discussion session of the draft Law on Protection of State Secrets on the afternoon of October 25, National Assembly deputies focused on giving opinions on the following contents: Principles of protection of state secrets; prohibited acts; scope of state secrets and promulgation of the List of state secrets; activities of protecting state secrets; provision and transfer of state secrets; duration of protection of state secrets and extension of the duration of protection of state secrets; responsibility for supervising the implementation of the law on protection of state secrets; responsibility of citizens in protecting state secrets; declassification, adjustment of confidentiality and destruction of documents and objects containing state secrets; assessment of the impact of policies stipulated in the draft Law; transitional provisions; time when the Law takes effect...
During the remaining time of the afternoon session, National Assembly deputies discussed the draft Law on Tax Administration (amended).
The draft Law on Tax Administration (amended) submitted for comments to the National Assembly at this session consists of 17 chapters and 152 articles, including 3 new chapters added to the current Law (Chapter II, Chapter X and Chapter XII), and at the same time amending and supplementing many contents on the scope of regulation and applicable subjects; measures to handle tax arrears; application of electronic invoices and documents; tax investigation issues; and perfecting regulations on tax debt enforcement.
In the morning meeting of November 12 on this content, the majority of National Assembly deputies agreed on the necessity of amending the Law to perfect the tax management institution, carry out administrative reform, create a healthy investment and business environment, contribute to attracting domestic and foreign investment, and create a basis for building a modern tax management system in the context of international integration.
In addition, many opinions of delegates focused on some contents explaining terms; tax management principles; prohibited acts in tax management; Tax Advisory Council of communes, wards and towns; debt freezing, tax debt cancellation, late payment fees, fines; supplementing regulations on rights and obligations of tax officials; international cooperation on tax; duties of tax management agencies; duties, powers and responsibilities of the State Audit; basis for tax determination; determining tax rates for business households and business individuals paying taxes according to the lump-sum tax method.../.
