This morning (June 12), the National Assembly will vote on the merger of provincial levels.
According to the revised and supplemented program of the 9th Session of the 15th National Assembly, the National Assembly will vote to approve the Resolution of the National Assembly on the arrangement of provincial-level administrative units in 2025 on the morning of June 12.

Accordingly, this morning, the National Assembly discussed in the hall about the arrangement of provincial-level administrative units in 2025. Minister of Home Affairs Pham Thi Thanh Tra will speak to explain and clarify a number of issues raised by National Assembly deputies.
The National Assembly then voted to pass the National Assembly Resolution on the arrangement of provincial-level administrative units in 2025.
Previously, on June 11, the National Assembly listened to the Submission and Inspection Report on the arrangement of provincial-level administrative units in 2025 and discussed this content in groups.
According to the Submission, the Government has developed 23 arrangement plans for 52 provincial-level administrative units to form 23 new provincial-level administrative units.
After the arrangement, the whole country has 34 provincial-level administrative units including 6 centrally-run cities and 28 provinces.
All 23 newly formed provincial administrative units after the rearrangement have met the standard orientation of provincial administrative units as prescribed in Article 4, Resolution No. 76/2025/UBTVQH15.
The results of the previous public consultation showed a high consensus rate, the national average was 96.19% and 100% of the People's Councils at the provincial, district and communal levels of 52 provinces and cities voted in favor of the policy of rearranging provincial administrative units of their localities.
The total number of cadres, civil servants and public employees according to the assigned norms of provincial agencies, organizations and units in 52 provinces and cities implementing the arrangement is 447,657 people (including 2,321 cadres, 79,118 civil servants, 366,218 public employees).
The arrangement and assignment of the number of cadres, civil servants and public employees at the provincial level after the arrangement shall be implemented in accordance with the provisions of Article 11, Resolution No. 76/2025/UBTVQH15, relevant legal documents and instructions of competent authorities.
The total number of provincial-level public headquarters of 52 provinces and cities to be rearranged is 38,182; 33,956 headquarters will continue to be used; 4,226 headquarters will be surplus.
The National Assembly's Committee on Law and Justice in its review report proposed to determine that the Resolution takes effect from the date of its approval by the National Assembly to create a legal basis for localities to carry out the handover work, prepare necessary conditions, and ensure that local authorities in administrative units formed after the reorganization can soon officially start operating according to the Central's general plan (possibly from July 1, 2025).
Discussing this content in the group on the morning of June 11, delegate Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province also proposed that the effective date should be stipulated from the date of approval by the National Assembly instead of from July 1, 2025 as in the draft Resolution.
