Over 2 months, Nghe An built nearly 2,000 houses for poor households
(Baonghean.vn) - With the participation and determination of the entire political system, the efforts of local forces and people, up to now, the Housing Support Program for Poor Households of the Public Security sector in Nghe An province has exceeded the set schedule.

Nearly a month ago, the old house perched precariously on the hillside of Mr. Lo Van Quy's family in Nhan Cu village, Ta Ca commune (Ky Son) was demolished to build a new house under the Housing Support Program for people in Nghe An border areas of the Ministry of Public Security. Up to now, the house is about to be completed in the excitement of 8 members of Mr. Quy's family.
“The old house was built more than 10 years ago, now it is damaged and dilapidated, but my family's economic situation is difficult so we don't have any savings to repair it. During the flood at the end of 2022, one side of the house collapsed, the family was very worried. Now that the State has supported us to rebuild a new house, everyone is happy. Having a solid house will be the motivation for the family to try to develop the economy and improve their lives,” said Mr. Lo Van Quy.
Mr. Vi Van Man - Chairman of Ta Ca Commune People's Committee said that this time, Ta Ca Commune has 48 households with difficult housing circumstances receiving support for new construction. Right from the allocation, the villages organized to evaluate and select families with real housing difficulties, ensuring objectivity, fairness, promoting the effectiveness and humanistic meaning of the program.

The biggest difficulty is that most of the households receiving housing support are located on high hills and mountains, the road to the village is steep and rough, making it very difficult to transport materials. However, with the cooperation and contribution of the District Police, Commune Police, and all cadres, party members, workers and employees of agencies and units located in the area, and the villagers, nearly 40 houses have been completed, handed over and put into use to help people settle down, feel secure in production, and contribute to the local poverty reduction work.
Lieutenant Colonel To Van Hau - Head of Ky Son District Police said that according to the Housing Construction Program for the poor and those with housing difficulties from the mobilized resources of the Ministry of Public Security and Nghe An Provincial Police, Ky Son District has 1,000 houses supported for construction. Immediately after the policy of the superiors, the district established a steering committee to go down to the communes and villages to implement it quickly and urgently. Thanks to timely propaganda and mobilization, the policy of building houses for poor households has received the consensus and support of the majority of people.

Due to the mountainous and rugged terrain, the house construction area is very limited, even though the house foundation is only about 50 m wide.2but had to mobilize hundreds of people to transport raw materials. With the motto "one hour faster, people have their houses one hour earlier", hundreds of soldiers were mobilized to help people transport materials, directly construct, dig soil, and build foundations for houses for people. Thanks to that, up to now, 900/1,000 houses have been completed and handed over to people, exceeding the set schedule.
In Tam Quang commune (Tuong Duong), Kha Van Dien's family in Son Ha village just moved into a new house over a week ago. Previously, Dien's family lived in a temporary house made of bamboo and rattan, which was damaged and dilapidated. With a meager income from small-scale farming and livestock raising, just enough to get by, his family did not have enough money to repair the house.
But the joy of a peaceful place to live and eat came when Mr. Dien’s family was eligible for support to build a house. “My family’s long-standing dream of a solid house has come true. Thank you very much to the Party, the State and the Police force,” Mr. Kha Van Dien shared.
Mr. Dien's family is one of more than 600 disadvantaged households in Tuong Duong district that received support to build houses under the Housing Construction Program for the poor and those with housing difficulties from the mobilized resources of the Ministry of Public Security and Nghe An Provincial Police. According to Mr. Dinh Hong Vinh - Chairman of Tuong Duong District People's Committee: To help the poor and those with difficult circumstances to soon "settle down", district leaders regularly inspect, urge and direct the political system from the district to the grassroots to mobilize forces to participate in supporting the people.

Despite the hot and sunny summer weather, in many villages and hamlets, forces such as the Police, Militia, Border Guard, Veterans, Youth Union, Women's Union and local people have urgently helped poor households dismantle temporary houses, level the ground to make foundations for construction forces to assemble new houses supported by the Ministry of Public Security and the Provincial Police according to the correct design and techniques. Thanks to that, up to now, the district has completed the plan to build 498 houses for the poor, of which 302 houses are funded by the Ministry of Public Security and 300 houses are funded by the Provincial Police.
According to statistics, as of early 2023, Nghe An province still has more than 55,000 poor households and more than 53,000 near-poor households; of which, 15,300 households are facing housing difficulties. Most of the households facing housing difficulties live in mountainous, remote, border areas, islands, coastal areas, areas frequently affected by flash floods, etc., so they have little ability to repair or build new solid houses themselves.
Join hands to overcome difficulties
Implementing the content of the Project "Clean border communes from drugs", with the goal of reducing drug addicts, cleaning up the area, associated with hunger eradication, poverty reduction and implementing social security policies, along with implementing the policies of the Party, State, Ministry of Public Security on caring for the poor, policy families, people in difficult circumstances, Nghe An Police proactively reported, advised, proposed the Ministry of Public Security, the Standing Committee of the Provincial Party Committee, People's Council, Provincial People's Committee to implement social security programs, support housing construction for poor households in 27 border communes of 6 districts: Ky Son, Tuong Duong, Con Cuong, Que Phong, Anh Son and Thanh Chuong.
On February 4, Nghe An province held the launching ceremony.campaignSupport house construction for the poor and people with housing difficulties in Nghe An province, period 2023 - 2025, with the goal of supporting 15,300 households facing housing difficulties in the province.
The program to support housing construction for poor households from the mobilized resources of the Ministry of Public Security and Nghe An Provincial Police is one of the activities responding to this campaign.
In addition, the Provincial Police have mobilized and supported the construction of 1,000 gratitude houses for poor households and households with difficult housing conditions in the three border districts of Ky Son, Tuong Duong and Que Phong. The total number of houses supported for construction in the six border districts is 2,420; each house has a construction area of 46.5 m2.2with a total cost of 50 million VND/house, the foundation alone costs 3-5 million VND from local sources.

As of May 19, that is, 2 months after the Steering Committee for mobilizing and supporting the construction of houses for the poor and people with housing difficulties in Nghe An province issued Plan No. 169/KH-UBND dated March 18, 2023 on implementing the construction of houses for the poor and people with housing difficulties from the mobilized sources of the Ministry of Public Security and Nghe An Provincial Police, 1,926 houses have been completed, reaching nearly 80% of the plan.

Of these, 926 out of 1,420 houses built with funds mobilized by the Ministry of Public Security have been completed and handed over to the poor. Nearly 500 remaining houses are expected to be completed before June 10, 2 months ahead of schedule.
The number of houses built from the funding mobilized by Nghe An Provincial Police is 1,000. Up to now, all have completed procedures to hand over houses to people in the three districts of Ky Son (500 houses), Que Phong (200 houses), Tuong Duong (300 houses), exceeding the set schedule.

In addition, there are 400 houses supported by the Department of Police Investigation of Crimes of Corruption, Economy, and Smuggling (Ministry of Public Security), currently under construction of the foundation, expected to be completed before June 30, 2023.
According to Lieutenant Colonel Tran Ngoc Tuan - Deputy Director of Nghe An Provincial Police, the process of building houses for the poor encountered some difficulties such as: The construction took place in the early summer weather, often with heavy rains accompanied by whirlwinds, affecting the transportation of materials. The houses of gratitude were scattered, far apart; mainly located on high hills, affecting the progress, the time to transport materials for assembly was longer than initially expected.
The transport routes to the gathering points are mainly dirt roads, winding slopes, and heavy trucks cannot enter, forcing people to use motorbikes or even walk to bring materials up. In some isolated villages, the police force has to use small boats to transport materials to support people in building houses...
However, with the participation and determination of the entire political system, the efforts of local forces and people, the Housing Support Program for Poor Households has so far exceeded the set schedule, creating a spiritual motivation to add strength and determination for poor households in mountainous areas to rise up in life, helping them settle down to accompany the functional forces to keep peace in the border area.
