However, up to now, the preparation stages have been completed, ready to welcome the great festival of the nation.

Many difficulties

In Huoi Tu commune, Party Secretary Vu Ba Ly said that on the night of May 16, due to heavy rain and strong winds, banners, slogans, as well as the official list and brief biographies of candidates serving the election were damaged.early electionMany polling stations were damaged and unusable. On the morning of May 17, the Commune People's Committee had to urgently direct and support the election organizing units to repair and fix the problem by replacing damaged documents and banners.

For example, some polling stations in villages that do not have a cultural house, such as Huoi Khe, had to borrow the village chief's private house to hold the polls, but could not post the lists outdoors. Or, like the polling station in Huoi Thang village, although it borrowed a kindergarten to hold the polls, due to the limited space of the classrooms, it could not post the lists indoors and had to post them outdoors.

Mr. Vu Ba Ly also said that 10/13 villages in Huoi Tu commune do not have electricity, which means that 10 polling stations must have a plan to find power sources and internet broadcasting locations to ensure optimal early voting that will take place on May 21.

Comrade Vi Hoe - Secretary of Ky Son District Party Committee said that Ky Son is a mountainous district with rugged terrain, difficult transportation, scattered population, and unique farming practices, so the work of propagating and mobilizing people to vote on election day encountered many difficulties.

In addition, the entire district has 98/191 villages corresponding to 99/194 polling stations without electricity, unstable phone signal... causing difficulties in mobilizing resources to prepare for the work of collecting, reporting, synthesizing data and especially synthesizing vote counting results on election day using online election software. Therefore, the Ky Son District Election Committee has promptly directed localities to soon have plans to overcome difficulties, ensuring the best for the election day, especially the places where early elections will take place on May 21.

With close guidance from superiors, the People's Committee of Huoi Tu commune has promptly prepared solutions to overcome difficulties. "The election steering committee has directed the teams to prepare fully charged laptops. In some places where the internet signal is absent or very unstable such as in Huoi Uc 1, Huoi Uc 2, Na Ni, Huoi Mu villages, the staff will proactively look for "dropped signal" points or after the election results are available, move to a location with internet signal to update the results" - Mr. Vu Ba Ly said.

In Keng Du commune, Mr. Luong Van Ngam - Secretary and Chairman of the Commune People's Committee said that the commune had early plans to prepare laptops, buy internet packages to serve the voting areas and send people to search for signal points to be ready to update the results. Regarding electricity, the villages proactively prepared power sources or charged batteries to ensure that they were not passive, did not affect the voting and updated the results according to regulations.

Previously, at the polling stations in Ky Son, immediately after announcing the official list of candidates for the district and commune People's Council, the District Election Committee (EC) directed the Working Group for the District EC and the EC of communes and towns to establish, print and post the list of candidates for the district and commune People's Council. At the same time, it received and distributed the list of candidates for the National Assembly and the provincial People's Council from the Department of Home Affairs to the EC of communes and towns. The posting was completed on May 3 at 194/194 polling stations in the district.

Ky Son district has 16/21 communes and towns (except Muong Xen town, Chieu Luu, Bao Thang, Pha Danh, Nam Can communes) allowed to hold early elections on May 21, 2021, the remaining 5 units will hold elections on May 23, 2021. As of May 18, 2021, the communes that are allowed to hold early elections have announced the time and place of voting to all people in the area. At the same time, they have decorated and arranged the polling stations to ensure completion by May 19, 2021. The district Election Committee has also directed the Election Committees of communes and towns to hold meetings and assign tasks to members of the Working Group to be ready to welcome the great festival of the nation.

With the spirit of proactive prevention, the District Election Commission has also directed relevant departments, the core of which is the District Police, to coordinate with local armed forces to proactively advise and issue documents to ensure security, order and health for the election. For example, the development and issuance of Plan No. 30/PA-TBANTT&YT of the Security, Order and Health Subcommittee on ensuring security, order and health for the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

The district also directed the police of communes and towns to develop and advise on the development of plans and solutions to ensure security and order for the election. Up to now, 21/21 communes and towns in the area have completed and are ready for the great festival of the nation./.
