Con Cuong district basically has enough primary school teachers to build standard schools.

(Baonghean.vn)- Voters in Con Cuong district reflected: the number of teachers at the primary level according to the regulations on teachers must have at least 1.5 teachers/class, but Con Cuong district was assigned by the province to have 1.29 teachers/class, while to build a school that meets national standards, in addition to other criteria, it is required to have enough teachers, which is 1.5 teachers/class. The province is requested to have a solution to overcome the above situation.

The relevant authorities respond to this issue as follows:

* Circular No. 35/2006/TTLT-BGDĐT-BNV dated August 23, 2006 of the Ministry of Education and Training - Ministry of Home Affairs guiding the staffing standards of public general education institutions and teachers' staffing standards stipulates:

- For primary schools that teach one session per day, the staffing arrangement is no more than 1.20 teachers per class;

- For primary schools that teach 2 sessions a day, the staffing arrangement is no more than 1.50 teachers per class;

- The staffing of public general education institutions must be consistent with the planning of the network of general education institutions, the characteristics of local education work and budget capacity.

* Circular No. 59/2012/TT-BGDDT dated December 28, 2012 of the Minister of Education and Training stipulates the criteria for evaluating and recognizing primary schools that meet the minimum quality level and primary schools that meet national standards, stating: Ensuring sufficient number of teachers to teach compulsory subjects according to regulations of the Ministry of Education and Training. For primary schools that teach one session a day, there must be at least an average of 1.2 teachers/class; for primary schools that teach two sessions a day, there must be at least an average of 1.5 teachers/class.

* Currently, according to local budget capacity, the Provincial People's Committee assigns the following norms:

- Foreign language teachers are assigned according to the progress of the foreign language project approved by the Provincial People's Committee (maximum quota is 0.1 teacher/class);

- Primary school teachers teaching basic subjects, music teachers, physical education teachers and art teachers: Assign 1.2 teachers/class for favorable areas, assign 1.35 teachers/class for especially difficult communes;

- The remaining primary school teachers teach basic subjects, physical education teachers and IT teachers to ensure the ratio of 1.5 teachers/class: Implement according to Decision No. 1517/QD-UBND.VX dated April 20, 2015 of the Provincial People's Committee on approving the Plan for teaching 2 sessions/day, boarding at primary schools in Nghe An province until 2020.

Currently, the Department of Education and Training is coordinating with the Department of Finance and the Department of Home Affairs to synthesize the demand for teacher contracts and submit them to the Provincial People's Committee for consideration and approval.

Thus, for Con Cuong district in particular and the province in general, there are basically enough primary school teachers to build standard schools. In Con Cuong, some schools in the disadvantaged areas do not have foreign language and computer teachers, so the teacher ratio is only 1.35 teachers/class.
