More than 10 years later, Binh Thuan and Nghe An are two localities that broke the rules to organize an auction of license plates, raising billions of VND to support the poor. Many license plates were worth up to 900 million VND, but later the Ministry of Finance and the Ministry of Public Security continued to "blow the whistle" on this auction due to legal procedures.

In 2008, the Traffic Police Department continued to propose auctioning vehicle license plates, the Prime Minister approved the policy and assigned the Ministries to study and implement. The two Ministries of Public Security and Finance drafted a joint Circular guiding the auction of the right to use road motor vehicle license plate numbers, the regime of collection, management and use of auction money, but the Circular was not later approved because it was entangled with the Law on Property Auction as mentioned above.

How does the license plate auction work?

According to the leader of the Traffic Police Department, recently there have been many proposals for the National Assembly to amend the Law on Property Auction to realize the idea of ​​auctioning beautiful license plates. If approved,The auction plan for beautiful license plates will be based on the following principles: Only auction license plates of domestic organizations and individuals (license plates with white background and black numbers).

Starting price for cars is at least 10 times higher, for motorbikes it is 5 times higher.Registration fee. Based on the actual situation of the locality, the Provincial People's Committee decides the starting price.

Specifically, the most popular license plates include those with equal natural numbers, consecutive numbers in increasing order, with the total number in the units digit being 7-8-9; with the first 2 numbers, the last 2 numbers being equal... will be selected for auction, the remaining numbers will be left for people to choose, or randomly press.

The auction will take place directly and publicly in the localities. Each participant must deposit a certain amount of money in advance (approved by the Provincial People's Committee).

The amount of money from the license plate auction belongs to the state budget. The auction council will temporarily retain 20% for purchasing vehicles, printing forms, books, etc., the remaining 80% will be deposited into the treasury. The provincial People's Committee has the right to decide to spend this amount for charitable purposes; quarterly and annually, it must report to the Ministry of Finance for monitoring.

License plate auctions help ease the burden on the budget

According to the Traffic Police Department, currently the source of 5-digit numbers is still very abundant. If the auction takes place, it will avoid waste and collect a large amount of money, reducing the burden on the state budget.

National Assembly delegate Nguyen Van Canh also said that if the license plate auction is approved, the revenue in the next 3 years could reach at least tens of thousands of billions of VND.Mr. Canh gave an example of a four-digit license plate that Nghe An province piloted auctioning 7 years ago and earned 700 million, while currently the car license plate warehouse has up to 14,000 five-digit numbers (5 identical numbers). If each beautiful license plate is worth 1 billion VND, the revenue is already 14,000 billion VND.

Mr. Canh suggested "there should be 3 categories, the first is beautiful numbers such as five spirits, four of a kind, prosperity, and progressive numbers to organize auctions. Numbers such as date of birth according to people's requests can also be charged an additional fee. Randomly pressed numbers are not charged".
