Plan to overcome violations in the recruitment of cadres, civil servants and public employees in Nghe An province
(Baonghean.vn) - Plan to implement the correction of violations in the recruitment of cadres, civil servants, and public employees of party agencies and mass organizations in Nghe An province according to Conclusion No. 71-KL/TW dated March 24, 2020 of the Secretariat.
Pursuant to Conclusion No. 71-KL/TW dated March 24, 2020 of the Secretariat on handling violations in the recruitment of cadres, civil servants and public employees; Instruction No. 2965/HD-BNV dated June 15, 2020 of the Ministry of Home Affairs on handling cases of violations in the recruitment of cadres, civil servants and public employees, based on the results of the review of violations in the recruitment of cadres, civil servants and public employees, Nghe An Provincial Party Committee has developed a Plan to overcome violations in the recruitment of cadres, civil servants and public employees of Nghe An province's Party agencies and mass organizations according to Conclusion No. 71-KL/TW dated March 24, 2020 of the Secretariat as follows:
I. PURPOSE, REQUIREMENTS
1. Purpose:Strictly implement Conclusion No. 71-KL/TW dated March 24, 2020 of the Secretariat and Instruction No. 2965/HD-BNV dated June 15, 2020 of the Ministry of Home Affairs to remedy and handle according to authority cases of violations in the recruitment of cadres, civil servants, and public employees of party agencies and mass organizations in Nghe An province.
2. Requirements:Ensure seriousness, transparency, objectivity according to current regulations and in accordance with practice; Reviewing records and handling and correcting violations must be carried out promptly and seriously, and managing records and documents according to the confidential document regime.
II. SUBJECTS, CONDITIONS AND STANDARDS
1. Candidates: Cadres, civil servants, and public employees who are required to correct violations in recruitment according to Conclusion No. 71-KL/TW dated March 24, 2020 of the Secretariat and Instruction No. 2965/HD-BNV dated June 15, 2020 of the Ministry of Home Affairs.
2. Conditions and standards for recruitment: Have a registration application according to the regulations of this plan; Have a review by the head of the agency, organization, or unit using cadres, civil servants, or public employees in the last 5 years, evaluating the successful completion of assigned duties and tasks, having good moral qualities and reputation; Regarding training and development level: According to current legal regulations on professional standards of the re-recruited position (according to the current working position).
III. RECRUITMENT METHOD
1. For cases of recruitment into civil servants and public employees who are required to take an exam but have not yet taken the exam: Recruitment shall be conducted in the form of recruitment without an exam (establishing an Examination and Assessment Council) to conduct recruitment according to regulations. Assign the Provincial Party Committee's Organization Board to advise the Provincial Party Committee's Standing Committee to establish an Examination and Assessment Council, organize examinations and recruitment of civil servants and public employees according to regulations.
2. For cases where cadres, civil servants and public employees are required to overcome conditions, standards, processes and recruitment procedures: Agencies and units are responsible for self-reviewing and assessing conditions and standards, and soliciting opinions and comments from agencies and units employing cadres, civil servants and public employees on their qualities, ethics, level of completion of assigned duties and tasks, and on not violating Party regulations, State laws, and internal rules and regulations of agencies and organizations during their working time according to Instruction No. 2965/HD-BNV of the Ministry of Home Affairs.
IV. IMPLEMENTATION ORGANIZATION
1. Time and place for receiving application for consideration of correction of violations:
a) Deadline for receiving applications: Before April 25, 2021.
b) Place to receive documents: Provincial Party Committee Organizing Committee.
c) Profile components:
- CV according to form 2C of the Central Organizing Committee, certified by the agency, organization or unit where the candidate works within 30 days from the date of application submission.
- Notarized copies of the candidate's diplomas, certificates and related documents showing that he/she has fully met the standards and conditions required by the re-recruitment position (professionalism, politics, foreign languages, information technology, state management...).
- Notarized copy of decision on recruitment, acceptance, transfer, recognition of completion of probation period; decision on current salary; Decision on transfer, appointment, assignment, work arrangement.
- Evaluation and comments by the head of the agency, organization, or unit employing the cadre, civil servant, or public employee on the level of completion of assigned duties and tasks, moral qualities, and prestige in the last 5 years. In case the recruited person has transferred to work at many agencies, organizations, or units, the agency, organization, or unit employing the cadre, civil servant, or public employee shall communicate in writing with the agency or unit where the recruited person previously worked as a basis for evaluation and comments.
2. Time and location of the test:
a) Time for organizing the test and assessment: To be completed before May 30, 2021.
b) Location of the test and assessment: At the Provincial Political School (will be announced later)
3. Procedure and authority to correct violations:
- For cases that are eligible for recruitment but have not yet taken the exam: Party agencies, provincial-level unions, district, city and town Party committees make a list, along with application documents, and send it to the Provincial Party Committee's Organizing Committee to organize an examination and re-implement the recruitment process.
- For cases of cadres, civil servants and public employees who are required to correct conditions, standards, processes and procedures for recruitment: Party agencies, provincial-level mass organizations, district, city and town Party committees are responsible for reviewing compliance with recruitment standards and conditions and evaluating and commenting on cadres, civil servants and public employees who are required to correct violations; after having the results of the review, a report with a list will be prepared and sent to the Provincial Party Committee's Organization Board.
- The Provincial Party Committee's Organizing Committee synthesizes and reports to the Provincial Party Committee Standing Committee. The Provincial Party Committee Standing Committee decides on handling and correcting violations in recruitment according to its authority.
4.The Provincial Party Committee's Organizing Committee shall preside over and coordinate with the Provincial Party Committee's Inspection Committee and relevant agencies to deploy, urge, guide, inspect and supervise the implementation of this Plan.
During the implementation process, if there are any difficulties or problems, please report to the Provincial Party Standing Committee (through the Provincial Party Organizing Committee) for consideration and resolution.
