Conclusion of the Central Party Secretariat on determining the age of party members

The content of Notice No. 13-TB/TW of the Central Party Secretariat is as follows:

In recent years, the revision of the ages of some cadres and party members, especially during the preparation for Party congresses, elections for the National Assembly, People's Councils, People's Committees at all levels or before considering planning, promoting, appointing, introducing candidates and when cadres are about to reach retirement age... has caused difficulties, obstacles and inadequacies for Party committees, Party organizations and agencies and units at all levels in personnel work; at the same time, it has created negative public opinion among cadres, party members and the people.

To ensure the principle of the Party's unified leadership of personnel work and management of the cadre team according to the provisions of the Party Charter, while promoting the pioneering and exemplary role of Party members, fulfilling the oath when joining the Party and promptly correcting the above situation, at the meeting on August 16, 2016, after considering the proposals of relevant agencies on viewpoints, policies and plans for reviewing and determining the age of cadres and Party members, the Secretariat discussed, analyzed, carefully considered many aspects and concluded:

1- From August 18, 2016, no adjustment of the age of party members will be considered, but the age of party members will be determined according to the age declared in the party member's personal profile (original file) when admitted to the Party. This is the basis for competent party committees and organizations to consider when planning, appointing, and recommending candidates; arranging, using, and implementing regimes and policies for party members.

2- Assign the Central Organizing Committee to preside over and coordinate with the Central Inspection Committee and relevant agencies to review and propose competent authorities to consider, amend and supplement regulations related to determining the age of party members; urge, inspect, supervise and ensure strict implementation of this Conclusion Notice.

3- Party committees and organizations at all levels need to lead the implementation of political and ideological work well; uphold the exemplary role of cadres and party members, and seriously implement this Conclusion Notice.

4- This conclusion announcement is disseminated to the Party cell for implementation.
