Overcoming limitations in administrative procedure control in Nghi Loc
(Baonghean.vn) - Through the inspection of the work of Administrative Procedure Control, the delegation assessed that the People's Committee of Nghi Loc district and the People's Committee of the commune basically complied with regulations, met the requirements of administrative reform, and served the people well.
On September 19-20, the Interdisciplinary Delegation to inspect the administrative procedure control work of the province worked in Nghi Trung and Nghi Long communes and some branches of Nghi Loc District People's Committee.

In 2016, Nghi Loc District People's Committee issued many directive documents to uniformly and synchronously implement administrative procedure control work in the district; established an inspection team and organized judicial inspection combined with administrative procedure control at 15 units.
With the attention of the district leaders, the system of focal points for controlling administrative procedures from the district to the commune level has been improved. The publicity of administrative procedures at the reception and result return departments of the district and commune People's Committees is basically complete, in accordance with regulations; meeting the requirements of administrative reform.
The handling of administrative procedures at the reception and result return department is carried out in a safe and correct manner in accordance with the provisions of law on the profession and requirements on administrative reform.

Nghi Loc District People's Committee has also reviewed 219 administrative procedures, of which 118 procedures are posted on the district's one-stop electronic information portal. The inspection shows that most administrative procedure records are processed in accordance with regulations, and some records have shortened processing time. In addition, the District People's Committee has applied software to manage records and monitor the reception and processing of administrative procedures.
Regarding receiving and handling administrative procedures, from the beginning of 2015 to the end of August 2016, Nghi Loc District People's Committee received 44,990 records. Of which, 42,736 records were processed on time, 293 were overdue, and 1,961 were being processed.
However, the control of administrative procedures at the places of receiving and handling administrative procedures of the People's Committees at the commune level has not been implemented in accordance with regulations, some areas of public disclosure are not complete, lacking application forms and accompanying declaration forms, the disclosure of regulations on fees and charges is incomplete or not in accordance with regulations (applying documents that have expired);...

The reception and settlement of administrative procedures in some areas have not been implemented in accordance with the regulations on responsibilities in Decree 63/2010/ND-CP. In communes, there are still requests for additional components of the dossier that are not in accordance with regulations (extra components of the dossier); requests for legal forms of the dossier components that are not in accordance with regulations; requests for the provision of an incorrect number of dossiers.
The review of administrative procedures has been carried out but there has been no document requesting competent authorities to advise on amending, supplementing, replacing or abolishing administrative procedures under their jurisdiction. There have been no effective initiatives or solutions to simplify administrative procedures to reduce inconvenience and costs for organizations and individuals.

Acknowledging the achievements of Nghi Loc in the work of controlling administrative procedures, the inspection team suggested that in the coming time, the district should pay attention to allocating funds for administrative procedure control activities at the district and commune levels; strengthen the organization of professional training and administrative procedure control skills for officials and civil servants under the district People's Committee and commune People's Committees; promptly overcome the shortcomings and limitations pointed out by the inspection team.
