Opening of the 31st Congress of Dien Chau District Party Committee, term 2020 - 2025

The congress was attended by 270 delegates representing nearly 15,000 party members from party cells and grassroots party committees under the Dien Chau District Party Committee.

During the 2015 - 2020 term, the Party Committee, government and people of Dien Chau district have made efforts to achieve many important results, the socio-economy has developed stably, basically achieving and exceeding the goals and targets set by the 30th Congress.

Notably, the economy grew quite well, the growth rate of production value in the period 2015 - 2020 is estimated to increase by an average of 10.16%. The economic structure shifted in the right direction, gradually reducing the proportion of agriculture - forestry - fishery, rapidly increasing the proportion of industry - construction and service sectors in the economic structure.

Investment attraction, business investment environment, infrastructure system, socio-economy are increasingly improved. Budget revenue (excluding land use fees) has reached and exceeded the estimate every year. Total budget revenue in 2020 is estimated at 407,029 billion VND, 2.2 times higher than in 2015.

The new rural development program has achieved many positive results, the number of communes meeting new rural standards has exceeded the set plan. It is expected that by the end of 2020, 34 communes will meet new rural standards (the target is 30 communes), an increase of 20 communes compared to 2015.

Average income per capita by 2020 is estimated to reach 53.7 million VND, 1.8 times higher than in 2015; the poverty rate by the end of 2020 is expected to decrease to 0.74%, exceeding the set target (decreasing by 0.5 - 1.0% each year); people's lives are gradually improved and enhanced; national defense and security are strengthened; social order and safety are maintained.

The cultural and social fields have made progress, the material and spiritual life of the people has been increasingly improved. Party building work has been increasingly strengthened, the political system from the district to the grassroots has been increasingly consolidated and developed. The achieved results create the premise and favorable conditions for the development term 2020 - 2025.

The Congress listened to the report on the verification of the qualifications of delegates; the political report of the Party Executive Committee of the district, term XXX, 2015 - 2020; and the review report of the Party Executive Committee of the district, term XXX, 2015 - 2020.

Speaking at the congress, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son warmly commended and congratulated the achievements that the Party Committee, government and people of Dien Chau district have achieved in the past term.

Besides, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son suggested that the congress should analyze and deeply evaluate the limitations and shortcomings in various fields, clarify the causes, especially subjective causes, and draw lessons to find effective solutions in the coming time.

To successfully implement the set goals and tasks, comrade Nguyen Xuan Son hopes that in the coming time, the Dien Chau District Party Committee will continue to lead and direct the promotion of socio-economic development; mobilize resources well to invest in infrastructure development and socio-economic development.

In the working session on the morning of July 15, the Congress elected the 31st Executive Committee of the Dien Chau District Party Committee for the 2020-2025 term, consisting of 39 comrades.

Dien Chau District Party Committee sets general goals for the 2020 - 2025 term:

Strengthening Party building, innovating and improving the operational efficiency of the political system towards streamlining, effective and efficient operations; promoting democracy and the strength of great national unity; actively innovating and creating.

Continue to innovate thinking, especially economic thinking, promote internal resources and improve the efficiency of investment attraction to strongly shift economic structure and urban development; strengthen administrative reform; exploit potentials and advantages, improve the quality of human resources, and create breakthroughs in socio-economic development.

Pay attention to developing cultural and social fields, improving the material and spiritual life of the people, considering cultural development as the driving force for economic development. Ensure national defense and security, maintain the great national unity and social stability. Strive to develop Dien Chau quickly, comprehensively and sustainably, maintain the top position in Nghe An province, the district Party Committee continuously achieves strength.
