The revolutionary Phan Đăng Lưu was born in 1902 in Tràng Thành commune (now Hoa Thành, Yên Thành district). From a young age, he was known for his intelligence and academic prowess. At just 16 years old, he participated in the Hương examination, even though he had to falsely claim to be two years older to be eligible. In 1923, he was appointed to the position of Thông Phán (a high-ranking official) and worked at the Northern Vietnam Department of Agriculture, hence he was popularly known as Mr. Phán Tằm (Mr. Silkworm Judge). At the end of 1925, he was transferred to the Nghệ An Department of Agriculture in Vinh. There, he maintained contact with several members of the Phục Việt Society, regularly discussing current events and reading revolutionary documents. It was during this time that he came into contact with the first communist documents in French…

In September 1939, he was transferred to Southern Vietnam to work and was assigned by the Central Committee to be in charge of the revolutionary movement in the Southern provinces. In November 1940, at Dinh Bang, Bac Ninh, he chaired the 7th Central Committee Conference. There, he was nominated for General Secretary, but he declined, saying that he needed to return to the South, where the Regional Party Committee and the people were waiting for the results of his trip, and he feared that his arrest would hinder the newly consolidated Central Committee in the North. Immediately after the conference, he returned to the South to postpone the Southern uprising, as decided by the Central Committee Conference. Due to an informant, he was arrested by French secret police on the night of November 22, 1940, just as he arrived in Saigon, before he could convey the Central Committee's instructions.

On August 26, 1941, he was executed by firing squad at the Nga Ba Giong shooting range in Hoc Mon, Gia Dinh, along with his comrade Nguyen Van Cu.
