Anh Son State Treasury "covers" online public services
(Baonghean) - Implementing the Administrative Reform policy of the Party and State, from March 12, 2019, Anh Son State Treasury (KBNN) deployed Online Public Services (DVCTT) for 100% of State Budget (NSNN) using units in the district through the KBNN Electronic Information Portal; creating a strong change in handling administrative procedures for controlling State budget expenditures through the KBNN at the local level.
100% of state budget spending units participate in online public services
In order to achieve the 2019 goal of deploying 100% of State Treasury administrative procedures on online public services at level 4, striving for the State Treasury system to become an electronic State Treasury by 2020, and at the same time contributing to the successful implementation of the 2019 goal - the Year of administrative reform of the People's Committee of Nghe An province; from March 2019, Anh Son State Treasury deployed online public services for 127 State budget users in the district through the State Treasury electronic information portal.

Anh Son State Treasury has actively informed and propagated the benefits of using public services to state budget spending units in the area (except for the Security - Defense sector due to its special nature) through forms such as: official dispatches, working sessions with units, conferences, seminars, training sessions and on the district's media...; thereby gaining the consensus of state budget spending units in the area.

After developing a suitable implementation plan, Anh Son State Treasury selected Viettel Nghe An as a companion unit to deploy public services. From March 5 to March 12, 2019, Anh Son State Treasury coordinated with Viettel Nghe An to organize a training conference for units using the State budget in the district.
Viettel Nghe An has provided all the technological equipment with Internet connection on the available 4G platform, and at the same time sent technical staff to support the Anh Son State Treasury in implementing the training program.

Therefore, during the training process, for units that do not have digital signatures, Viettel Nghe An established a team to provide digital signatures in a timely manner in accordance with the law so that the units can ensure that they meet all the conditions when participating in the implementation of public services with the State Treasury. Thus, the State Treasury Anh Son is the first unit in Nghe An province that Viettel Nghe An cooperates with to implement digital signature services.
Discussing the initial results of deploying online public services, Mr. Pham Hong Quang - Director of Anh Son State Treasury said: "As soon as the online public services were deployed, 127 units using the State budget were trained by the State Treasury on how to use level 4 online public services with simple payments such as: salaries, electricity bills, water bills, stationery, payments via deposit accounts...
Up to now, 100% of the units using the State budget in the district have been successfully approved by the State Treasury on the State Treasury Electronic Information Portal and have participated in the online public service with the State Treasury. The transfer/delivery and return of online payment records on the public service system at the Anh Son State Treasury has brought practical results, smooth operation, timely, accurate and effective.
Create strong changes in administrative procedure settlement
If before, Ms. Dang Thi Lam - Chief Accountant of the People's Committee and People's Council of Anh Son district had to regularly go to the treasury to deliver and receive paper documents, now with simple procedures, she can only do it via public service and receive results right at the office, while still ensuring all transactions with the treasury.
Ms. Lam shared: “After being trained by the Anh Son State Treasury on the application of the DVCTT software, we were able to use this software relatively easily. DVCTT has brought many practical benefits. As soon as the documents are uploaded to the system, the accountant can clearly understand which stage the file is in. If there are any errors, the system will notify us so that we can promptly supplement and adjust them. Documents are transmitted, received, processed, and resolved quickly.
By applying digital signatures, the approval of documents and procedures is carried out on computers, quickly and conveniently, minimizing risks and shortening processing time, reducing office supplies costs... moreover, accounting staff also do not have to spend much time traveling to the treasury.

In Anh Son district, there are 127 units using the State budget, including 21 communes and towns. There are many mountainous and border communes far from the town center, making travel very difficult. Therefore, using public services with the State Treasury has reduced travel pressure, saving time and costs for units when making payment transactions with the State Treasury.
DVCTT also contributes to simplifying administrative procedures, creating publicity, transparency and information security.
The benefits of this new transaction method have also effectively supported the activities of the State Treasury. Ms. Thai Thi Thu Trang - authorized Chief Accountant of the State Treasury Anh Son shared: "When applying public service, expenditure control does not have to go through the procedure of handing over paper documents, avoiding errors, forging signatures, and stamps; minimizing errors and risks in implementing State budget expenditure control. Transactions are carried out on the public service portal, greatly reducing the time spent on customer service and costs of business operations.
At the same time, the process of receiving, processing and returning results of records through the Public Service Portal contributes to increasing transparency, efficiency and effectiveness in controlling State budget expenditures through the State Treasury.
After a short time of implementing public payment services, the units using the State budget in Anh Son district all highly appreciated public payment services and actively carried out most of the payment transactions at level 4 with the treasury via public payment services.

Sharing the experience of quickly "covering" public services throughout the district, meeting the administrative procedure reform goals of the unit and the locality, Mr. Pham Hong Quang - Director of Anh Son State Treasury said: "Anh Son State Treasury has closely followed the administrative reform program of the superior State Treasury, of the People's Committee of Anh Son district, from which the unit's administrative reform program and plan were issued, and synchronously implemented according to the roadmap; along with the drastic participation of local authorities, the consensus of state budget-using units and the responsibility and dedication of the collective of civil servants of Anh Son State Treasury are the prerequisite factors for the initial success.
