Nghe An State Treasury aims for electronic treasury by 2020

Attending the conference were comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of the Vietnam State Treasury and relevant departments and branches.

In 2018, Nghe An State Treasury expanded its specialized collection accounts and authorized collection at local commercial banks. Closely following the state budget revenue estimates, the provincial State Treasury proactively coordinated closely with tax, customs and commercial banks in the area to implement drastically and effectively.

The 2018 state budget expenditures controlled by the Nghe An State Treasury by the end of December 2018 were 31,339 billion VND. Of which, central budget expenditures were 10,084 billion VND, local budget expenditures were 21,255 billion VND, regular expenditures were 21,840 billion VND, and capital construction investment expenditures were 9,499 billion VND... Nghe An State Treasury also directed the drastic recovery of the advance payment of 1,820 billion VND. The unit has ensured the absolute safety of state money and assets.

In addition, in 2018, the State Treasury promoted administrative reform, effectively implemented the "one-stop shop, one-transaction officer" model; focused on improving and simplifying budget collection and expenditure procedures in the State Treasury sector; promoted the implementation of projects to implement the Government's resolutions on simplifying administrative procedures and citizen papers; reduced payment time; and prevented backlog of records...

In 2019, the State Treasury will strive to organize and manage the State budget fund to ensure strictness and safety, enhance the role and responsibility of the State Treasury in performing financial and budgetary tasks, and strengthen public expenditure management. At the same time, the State Treasury system will closely monitor the state budget revenue and expenditure situation; synthesize and promptly and accurately report information to serve the management and operation of the state budget fund of leaders at all levels. Along with that, speed up the disbursement of investment capital, focus on recovering advanced capital, contributing to the successful implementation of the province's socio-economic goals.

Speaking at the conference, Chairman of the Provincial People's Committee Thai Thanh Quy informed about the socio-economic situation of Nghe An province last year, suggesting directions for the province's development in 2019. In particular, the State Treasury has coordinated with agencies and units in monitoring and controlling budget expenditures; actively advised local authorities at all levels in the management and direction of the budget fund, contributing to the successful completion of socio-economic tasks set out in the Resolutions at all levels.

Receiving the direction of the Chairman of the Provincial People's Committee, Ms. Hoang Thi Xuan affirmed that she would concretize these directions into the program and work plan of the State Treasury, as a basis for implementing tasks in 2019 and the following years; towards an electronic treasury in 2020.

On this occasion, the Prime Minister awarded the title of National Emulation Fighter to Director of the State Treasury Hoang Thi Xuan, many collectives and individuals of the Nghe An State Treasury system were awarded the Emulation Flag and Certificate of Merit by the Ministry of Finance and the Provincial People's Committee for their many achievements in treasury work in 2018. The Provincial State Treasury collective was awarded the Emulation Flag by the Provincial People's Committee for excellently completing all tasks, leading the patriotic emulation movement.
