Promoting administrative procedure reform

In recent times, Nghe An State Treasury has been one of the units that effectively implemented administrative procedure reform and has always been recognized and highly appreciated by all levels, sectors and customers. In order to meet the development requirements of the sector and improve the quality of customer service, in recent times, Nghe An State Treasury has tightened discipline, promoted the responsibility of unit leaders and increased the application of information technology, aiming to initially implement digital transformation in a number of professional activities and internal administration. Continue to innovate management, streamline the organization and improve the service quality of Nghe An State Treasury.

With the efforts of the collective, civil servants and employees of the Nghe An State Treasury, the reform of administrative procedures and modernization has achieved positive results. In particular, the coordination of state budget collection between the State Treasury and commercial banks is a strong step forward in administrative reform, a breakthrough in state budget collection on the information technology platform. Expanding the collection coordination program aims to move towards the goal of a "cashless" treasury.

Up to now, the cooperation between Nghe An State Treasury and commercial banks (Agribank, Vietinbank, VCB, BIDV, MB, Lien Viet Bank) has created more conveniences for taxpayers such as: Expanding the space for tax payment procedures, tax payment time and taxpayers are provided with more diverse, civilized, modern payment services with simple, convenient collection and payment process, shortening the time to carry out administrative procedures.

The effectiveness of online public services

Along with that, Nghe An State Treasury continues to promote the application of risk warning. Since August 2019, the State Treasury system has deployed the application of risk warning in controlling state budget expenditures to provide additional online information channels via mobile devices for units transacting with the State Treasury, creating favorable conditions for units, especially for units that have not participated in the online public service system on: the situation of fluctuations in account balances of budget-using units at the State Treasury, the status of processing and receiving documents, payment request documents, and cash withdrawal documents of budget-using units during the transaction process.

During the implementation process, the State Treasury promotes propaganda, mobilization and synchronous deployment of solutions to effectively carry out transactions through online public services.

Mr. Phan Anh Sang - Chief of Office, Nghe An State Treasury said: The benefit of participating in online public services is that the unit can send documents to the State Treasury 24/24h, anytime, anywhere, as long as there is an internet connection. Customers reduce time and costs in transactions of budget-using units, transparency in the time of receiving and returning documents, units can grasp information about the time, the process of receiving documents, and control payments. At the same time, through online public services, State Treasury officers reduce the time to enter documents on the Tabmis system, minimize errors in the reconciliation process, limit risks in controlling stamp samples, signature samples... thereby shortening the time to process documents for the unit. In addition, through online public services, leaders of State Treasuries at all levels can check the status of processing records and documents of transaction officers, thereby increasing the responsibility of professional staff when receiving, checking and returning results during the performance of duties...

With the strong innovations of the State Treasury in customer service, from April 2019 at Nghe An State Treasury, there were 3,421 transaction units but only 936 units participated in online public services, but by November 2020, 100% of units participated and up to now, there are 3,509 units performing online public services. Currently, the State Treasury has provided 11/11 administrative procedures performed through level 4 online public services to budget-using units, completing the integration of 11/11 (reaching a rate of 100%) of State Treasury administrative procedures to the National Public Service Portal.

With those efforts, through the assessment of the satisfaction level of individuals and organizations with the service of the State Treasury in 2021, Nghe An State Treasury was rated at 76.43% satisfaction, ranked 5th/64 nationwide. To continue to improve the quality of customer service, the quality of State Treasury's professional activities as well as implement administrative procedure reform and modernization according to the industry's development strategy to 2030, Nghe An State Treasury continues to promote comprehensive administrative procedure reform in all aspects of professional activities, administrative modernization, and shorten the time to handle administrative procedures.
