Nghe An State Treasury controls expenditure of 31,421 billion VND

(Baonghean.vn) – On the morning of January 13, the Provincial State Treasury held a Conference to summarize 2015 and deploy tasks for 2016.

In 2015, Nghe An State Treasury coordinated well with relevant agencies, collecting state budget (excluding budget balancing subsidy) of VND 8,172 billion/plan of VND 8,184 billion, reaching 106.5% of the yearly plan; of which domestic revenue was VND 7,689 billion and import-export tax was VND 1,007 billion.

Strengthen the control of State budget expenditures and State Accounting strictly and in accordance with regulations; organize payment and timely disbursement of salary and social policy expenses, contributing to ensuring social security in the area.

Comrade Hoang Thi Xuan, Director of Nghe An State Treasury, delivered the opening speech at the conference.

There are timely proposals and advice for localities in budget management and operation; focusing on reviewing and evaluating the capital management situation of investment projects, from which there are solutions to urge the recovery of advances; in 2015, the recovery of investment capital advances with the amount of 1,100 billion VND.

As of December 31, 2015, Nghe An State Treasury has controlled expenditures of VND 31,421 billion, of which: regular expenditures were controlled at VND 22,306 billion. Through expenditure control, Nghe An State Treasury has refused to pay VND 2,643 million.

Nghe An State Treasury received a certificate of merit from the Prime Minister.

The unit also strengthens administrative reform and information technology application, creating favorable conditions as well as ensuring safety in the process of performing operations. In particular, it does a good job of ensuring the safety of money and assets.

In 2015, Nghe An State Treasury regularly transacted with 3,920 units, managed 14,633 accounts, collected and spent 21,847 billion VND in cash, had a very large operating turnover of over 5,000 billion VND, but the data, money, and assets of the state assigned to the State Treasury for management were absolutely safe; no violations related to corruption occurred.

Speaking at the conference, comrades Hoang Viet Duong, Vice Chairman of the Provincial People's Committee; Tran Quoc Vinh, Deputy General Director of the State Treasury highly appreciated the results that Nghe An State Treasury achieved in the past year.

At the same time, it is stated that: In 2016, Nghe An State Treasury needs to take advantage of the leadership and direction of the Ministry of Finance, the State Treasury and local Party committees and authorities; closely coordinate with revenue agencies and commercial banks in management, quickly concentrate revenues and distribute them to budget levels in accordance with regulations; strengthen discipline and order in controlling budget expenditures; well organize the monitoring of the management and use of budget estimates of units in the area.

At the conference, 3 individuals were awarded certificates of merit by the Prime Minister for their outstanding performance in the period 2010 - 2014; Nghe An State Treasury received a certificate of merit from the Minister of Finance for the period 2013 - 2014.

Comrade Tran Quoc Vinh, Deputy General Director of the State Treasury, gave a speech at the conference.

With its achievements, in 2015, the State Treasury was awarded the emulation flag "Excellently completing all tasks, leading the patriotic emulation movement in 2015" of the province by the Provincial People's Committee.

Representatives of the participating units signed the emulation covenant.

On this occasion, Nghe An State Treasury also launched an emulation movement and signed an emulation agreement among employees, striving to excellently complete the tasks of 2016.
