Treasury refuses to pay 84 billion VND in regular and investment expenditures

Over the past 10 months, the State Treasury has refused to pay VND84 billion in both regular and investment expenditures.

The reason for refusing payment is because the budget spending units do not have enough procedures when paying to the treasury (in regular expenditures) and because the investor requested payment for the unapproved arising volume, some expenditures do not have enough documents according to regulations.

It is estimated that by October 31, 2017, the entire State Treasury system will control regular expenditures estimated at VND 624,835 billion, reaching 69.2% of the estimate. This controlled amount does not include debt repayment, aid, and additional expenditures for financial and contingency reserves.

Through the work of controlling State budget expenditures, State Treasury units have discovered an estimated 16,868 expenditures that do not meet the required procedures, have requested to supplement the necessary procedures, and the actual amount of money refused to be paid is 25 billion VND.

In investment capital payment, it is estimated that by the end of October, the cumulative disbursement through the State Treasury system from the Government's assigned source is expected to be 183,736.3 billion VND, reaching 59.8% of the state-assigned plan.

In October 2017, the State Treasury organized 3 Government bond auctions through the Hanoi Stock Exchange and raised VND 4,900 billion for the budget and development investment.

Accumulated to October 20, the State Treasury has mobilized 153,079.7 billion VND in government bonds for the State budget, reaching 83.5% of the yearly plan (the 2017 plan is: 183,300 billion VND).

The State Treasury organized an auction at the end of October 2017 (bid volume of 3,000 billion VND with 3 terms: 5 years 1,500 billion VND; 7 years 500 billion VND; 30 years 1,000 billion VND).
