12 subjects prosecuted for forging COVID test papers

11 subjects confessed to transferring customer information to Tran Tan Duong via Zalo, then Duong edited the information, scanned the red stamp on the real test form, printed it in color and signed himself in the technician and hospital leader section.

On August 19, Bac Ninh City Police announced that they had just issued a decision to prosecute Tran Tan Duong (born 1987 in Tan Hong district, Dong Thap) and 11 other subjects for the act of "Forging seals, documents or other papers of organizations", according to Article 341, Penal Code 2015.

Previously, Bac Ninh City Police (Bac Ninh Province) inspected the office of Thien Nhan Advertising Printing Design Company Limited, headquartered in Chu Mau area, Van Duong ward, Bac Ninh city, with Tran Tan Duong as director.

Authorities discovered that Duong sold 6 fake SARS-CoV-2 test results to Vu Van Chien, born in 1989, residing in Ninh Xa ward, Bac Ninh city; including 5 rapid test results, 1 PCR test result of Hoan My International Hospital Joint Stock Company (address in Vo Cuong ward, Bac Ninh city) for 1 million VND. Bac Ninh city police seized 7 fake SARS-CoV-2 test results of Hoan My International Hospital Joint Stock Company and Lang Son Provincial General Hospital along with many related exhibits.

At the Investigation Agency, Duong confessed that, understanding the needs of workers, drivers for companies in industrial parks, and long-distance drivers who needed SARS-CoV-2 test certificates to go to work and enter and exit industrial parks in and outside Bac Ninh province, Duong thought of a way to fake SARS-CoV-2 test certificates of Hoan My International Hospital Joint Stock Company to sell for profit.

Duong collected the real test form with the red seal of Hoan My International Hospital Joint Stock Company, used scanning technology and saved it on the computer. Then, Duong edited the personal information according to the request that the customer had sent via Zalo, scanned the red seal on the real test form, printed it in color and signed himself in the technician and hospital leader section.

Expanding the investigation, the police discovered 11 more subjects who were job consultants of labor supply companies in the province and long-distance drivers. In order to attract and introduce more workers, meet the recruitment targets assigned by the company, when consulting and introducing jobs, the subjects would provide test papers when workers needed.

Each test form costs from 50,000 - 150,000 VND for a rapid test form and 200,000 - 250,000 VND for a PCR test form.

In addition to forging SARS-CoV-2 test papers, some subjects also hired Duong to forge residency certificates from several localities to provide to qualified workers to work at the company.

Currently, Bac Ninh City Police are completing the case file to strictly handle the subjects according to the provisions of the law, and continue to expand the investigation.
