Prosecution of young man in Vinh city who doused debtor with gasoline and burned him

On July 15, 2020, the Vinh City Police Department issued a decision to prosecute and detain Dinh Khac Quy (born in 1992, residing in Block 13, Dong Vinh Ward, Vinh City, Nghe An) for the crime of "Murder".

Previously, on July 4, 2020, because he still owed money to Dinh Khac Quy, Pham Ngoc Son (born in 1994, residing in My Trung hamlet, Hung Loc commune, Vinh city) called Quy to meet at Bac Vinh Industrial Park (Hung Dong commune) to resolve the debt.

At around 2:00 p.m. on July 6, 2020, Dinh Khac Quy came home from work and saw his younger brother Dinh Khac Trong (born in 1997, residing in block 13, Dong Vinh ward, Vinh city) sleeping in the house, so Quy told Trong, "Come with me, I have something to do."

Trong agreed and said, “Go buy some gas for mom, her car is out of gas.” Trong went to the corner of the house and got a 1.5 liter plastic bottle hanging on the car. Quy drove Trong to the gas station and stopped to buy gas, measured it in a 1.5 liter bottle and hung it on the car. Then the two brothers went to the meeting point to wait for Son.

At around 2:30 p.m. the same day, Quy and Trong discovered Pham Ngoc Son leaving the savings delivery company, so Quy drove a motorbike carrying Trong to chase after him. When Son got close to the gate of Bac Vinh Industrial Park, Quy and Trong caught up. At this time, Son and Quy got into an argument, Quy rushed to hit Son, but people nearby intervened to stop him, but Quy and Son still fought.

Out of anger, Dinh Khac Quy raised the gasoline bottle and threatened to burn Son, but the people around him snatched the gasoline bottle from Quy's hand. Trong threw the gasoline bottle on the side of the road. A fight continued between Quy and Son. Quy ran back, picked up the gasoline bottle, opened the cap, then poured the gasoline bottle on Son with his left hand and lit a lighter with his right hand.

Seeing Son on fire, Dinh Khac Trong and other witnesses stepped in to put out the fire. After the fire was out, Quy drove Trong home. As a result, Son suffered severe burns and had to be taken to the National Burn Institute for emergency treatment.

Dinh Khac Quy fled shortly after. At 7:30 p.m. the same day, Quy went to the Vinh City Police Department to surrender.

Working with the investigation agency, Quy stated that due to a previous conflict, he was momentarily angry and caused the above behavior. The case is currently being investigated and handled according to the provisions of the law.
