(Baonghean) - Strictly reviewing and creating opportunities for cadres and party members to quickly overcome and promptly correct shortcomings in the observance of discipline and administrative discipline is the way of the Party Committee, People's Council, People's Committee, Fatherland Front Committee and mass organizations of Thanh Chuong town (Thanh Chuong), bringing about many positive changes. Nghe An Newspaper had an interview with Secretary of Thanh Chuong town Party Committee Phan Thi Thuy on this issue.

PV:It is known that at the beginning of this year, the Provincial Interdisciplinary Inspection Team on Discipline and Administrative Discipline conducted a surprise inspection at the office of Thanh Chuong town. From this inspection, what shortcomings and violations were pointed out and how were they handled, comrade?

Comrade Phan Thi Thuy:Pursuant to Decision No. 6564/QD-UBND dated December 22, 2016 of the Chairman of Nghe An Provincial People's Committee on the establishment of an interdisciplinary inspection team in Nghe An province, at 11:10 a.m. on March 17, the interdisciplinary inspection team directly inspected the working headquarters of the Party Committee, People's Council, People's Committee, Fatherland Front Committee and socio-political organizations of the Town and discovered many signs of violations.

At the time of inspection, many offices, One-Stop Transaction Centers,... were locked, only 9/22 civil servants were present at the headquarters; some civil servants were absent, leaving work early without reason. Talking to the inspection team as the head of the Party Committee, I provided a list of civil servants who reported to the base to inspect the preparation work for the review in the spirit of Resolution 4 of the Central Committee, but when checking the probability, a case was discovered that was not present at the base. In addition, the team also pointed out a number of other shortcomings such as the People's Committee of Thanh Chuong town had not promptly issued working regulations for the 2016-2021 term, had not strictly implemented the wearing of name tags, desk nameplates, etc.

Immediately after that, the Deputy Secretary of the District Party Committee and Chairman of the District People's Committee sent an official dispatch requesting the District Party Committee to direct the Town Party Committee to promptly organize a review meeting, and at the same time have specific regulations on the management of cadres under the Party Committee, People's Council, Fatherland Front Committee and socio-political organizations. For cadres and civil servants under the government, the district also directed the Chairman of the Town People's Committee to promptly organize a review meeting; develop and promulgate working regulations, and report the results to the District People's Committee. After reviewing through security camera inspection, the town seriously reviewed cases of early leave without reason, so that they could recognize their own shortcomings, and at the same time commit to learn from experience, comply with the prescribed working hours, and not repeat the offense. The Party Secretary and Chairman of the Town People's Committee also frankly accepted the responsibility of the leader in managing party members, cadres and civil servants.

PV:In addition to disciplining specific violations, what other measures does the Party Committee and People's Committee of the town have to rectify the compliance with discipline and administrative discipline of all cadres and party members?

Comrade Phan Thi Thuy:Time management and work assignment for cadres and civil servants are closely linked to the responsibility of the head, the Party Secretary and the Chairman of the Town People's Committee, requiring party members, cadres and civil servants to have a clear work plan with the base, fully report the time and content of work and have a document after completion. Therefore, I myself have created a "time tracking table" in a notebook, daily monitoring where cadres and party members under my management go, what they do, whether they report fully or not, and synthesize and evaluate in quarterly review sessions.

In addition, the monitoring of rectification of violations in the implementation of discipline and administrative discipline is linked to monitoring of rectification after review according to Resolution 4 of the Central Committee (term XII), ensuring more regularity and closeness. In addition, the Party, mass organizations as well as the government all include criteria for compliance with time, compliance with discipline and discipline at work in the content of year-end review, emulation and reward. To further enhance the responsibility of cadres and party members to the grassroots, the Town also has a regulation that if the assigned Party cell is classified as not completing its tasks, then of course the Party Executive Committee member in charge of that Party cell will not be classified as completing its tasks.

PV:Looking back over the past time, what clear results have the town’s methods and sanctions brought about? Could you share some personal experiences in managing cadres and party members in a more “sensible and reasonable” way?

Comrade Phan Thi Thuy:Objectively speaking, the surprise inspections by district and provincial inspection teams in recent times have really helped the grassroots a lot in the work of managing cadres, raising the spirit of seriousness and eliminating the thought of leniency and favoritism when handling violations. We do not consider violations and errors after inspections as too serious a matter, but rather see them as an opportunity to make amends and strive to do better in the future.

Thanks to the close supervision and timely rectification, up to now, it can be affirmed that all party members, cadres and civil servants at the central unit of Thanh Chuong district have had a clear change in complying with working hours, absolutely no longer "taking advantage" or "cutting" administrative hours, work efficiency has also been significantly improved. Even, to ensure parallel work of receiving people and professional work, during busy times such as the end of the year, many departments such as accounting, land administration, police, etc. of the Town voluntarily work overtime, work on Saturdays and Sundays. Due to the attention and concern for this issue throughout the past year, the year-end review work has also been more streamlined, and the Town Party Committee has achieved clean and strong results.

As the Party Secretary, I myself have also gained more experience in management and operation, having to be exemplary and stricter with subordinates, but at the same time having to be understanding, sharing and tactful with each cadre and party member. There are periods in the year, such as when we need to focus on Party cell congresses, block leader elections, directing crop seasons, clearing traffic safety corridors, etc., we need to encourage and create conditions for cadres to increase their visits to the grassroots, supporting the grassroots in a timely and effective manner.

Or as with socio-political organizations, if we just sit in the office, where will we find people to stir up and "light the fire" for the grassroots movement? So we do not put too much emphasis on time management with this department, instead we focus more on managing and evaluating the quality of work. Besides, when detecting small, incipient violations, managers should choose to discuss privately with the violators first, which is both tactful and effective. When the violations are slow to be corrected or recur, they should give reminders and review in front of the group. All are aimed at building a quality workforce, serving the people better and making Thanh Chuong Town more and more prosperous.
