On the morning of October 15, Nghe An State Treasury held a conference to report on the operation situation, results of concentrated collection and control of state budget expenditure through the State Treasury; solutions to implement the 2018 state budget revenue and expenditure estimates.

Good control of budget revenue and expenditure

In 2018, the State Treasury of Nghe An closely followed the action program to implement the Resolutions at all levels on the directions and tasks of socio-economic development in the province; together with units and localities, synchronously deployed solutions to direct and manage socio-economic development; accelerated the progress of implementation and disbursement of public investment capital.

Closely follow the State budget revenue estimates assigned by the Provincial People's Council from the beginning of the year, closely coordinate with the Tax, Customs and Commercial Banks in the area, resolutely and effectively implement solutions and measures under the direction of the State Treasury and local authorities in organizing collection, exchanging and providing information, creating favorable conditions for taxpayers, to quickly concentrate, fully, promptly and accurately account for revenues.

Despite large operating revenues(First 9 months of 2018 is 214 trillion VND), controlling 21,040 operating accounts of 5,384 budget spending units, organizing the counting of cash receipts and expenditures of 7,382 billion VND, but the data, money, and assets of the State assigned to the State Treasury for management ensure absolute safety; performing well the task of controlling State budget expenditures, associated with effectively implementing the Law on Practicing Thrift, Combating Wastefulness, and the Law on Anti-Corruption.

Budget expenditure in the past 9 months in Nghe An is among the top in the country.

(Baonghean.vn) - In 9 months, Nghe An State Treasury spent 21,902 billion VND, of which basic construction investment expenditure: 5,686 billion VND/plan 9,414 billion VND, reaching 60% of the plan, among the top in the country.

In 2018, Nghe An State Treasury issued 12 decisions to sanction administrative violations in the field of State Treasury, including 8 warning decisions and 4 fine decisions with a total amount of 6,750,000 VND. Thereby, contributing to the effective implementation of anti-corruption work in the area, enhancing financial discipline for units receiving state budget.

Coordinate monitoring of public investment disbursement

At the conference, representatives of Nghe An State Treasury proposed a number of solutions to ensure good revenue and expenditure of the budget in the province in the coming time, such as: controlling salaries for the education sector; centralized asset procurement; perfecting project management boards; assigning investment capital plans; deploying online public services...

The opinions of representatives of the National Assembly Delegation, the Provincial People's Council and leaders of departments, branches and sectors highly appreciated the work of controlling revenue and expenditure and budget in the province through the Nghe An State Treasury, as well as suggested a number of solutions for the Nghe An State Treasury to successfully complete its tasks in the coming time.

Speaking at the conference, Comrade Nguyen Dac Vinh - Secretary of the Provincial Party Committee said that to achieve good results in the recent past, Nghe An State Treasury has closely coordinated with local agencies, innovated itself, made efforts in many fields, and done a good job of administrative reform.

The Provincial Party Secretary hopes that in the coming time, Nghe An State Treasury will continue to promote its achievements, limit shortcomings, promptly exchange information; do a good job of controlling budget revenue and expenditure, especially coordinating with agencies and units in supervising the disbursement of public investment capital; actively advise local authorities at all levels in the management and direction of the budget fund, contributing to the successful completion of socio-economic tasks set forth in the Resolutions at all levels.

Nghe An State Treasury is an agency under the State Treasury system under the Ministry of Finance, performing the function of state management of the State budget fund, State financial funds and other State funds assigned according to the provisions of law; mobilizing capital for the State budget and for development investment through the issuance of government bonds according to the provisions of law. Advising local Party committees and authorities on economic, political and social tasks, especially the management and operation of the State budget in the area.

Nghe An State Treasury currently has 7 functional departments under the provincial State Treasury and 21 district-level State Treasuries.
