Checking the planning compliance of the Lan Chau North Island Resort Project in Cua Lo town

Considering the proposal ofSoutheast Economic Zone Management BoardOn March 9, 2023, the Provincial People's Committee issued a decision to establish an Interdisciplinary Inspection Team to inspect the planning compliance of the Lan Chau North Island Resort Project in Cua Lo town, Nghe An Southeast Economic Zone.

The interdisciplinary inspection team is led by a Deputy Head of the Southeast Economic Zone Management Board; the team members include officers of the Southeast Economic Zone Management Board, experts from the Departments of Natural Resources and Environment, Construction and Urban Management Department - People's Committee of Cua Lo town.

The Interdisciplinary Inspection Team is responsible for organizing inspections, clarifying the planning compliance of the Lan Chau North Island Resort Project and advising on handling plans according to regulations; organizing the collection of opinions from relevant departments, branches and localities on handling plans, synthesizing, reporting results, submitting to the Provincial People's Committee for consideration and concluding the inspection in accordance with regulations.

The Provincial People's Committee requested the Interdisciplinary Inspection Team to report the inspection results and advise the Provincial People's Committee on a handling plan in accordance with current legal regulations, before April 25, 2023.

The North Lan Chau Island Resort Project in Cua Lo Town is invested by Golden City Joint Stock Company. On July 13, 2022, this project was reported by Nghe An Electronic Newspaper in the article "Blowing the whistle" on the North Lan Chau Island Resort Project. On August 25, 2022, the Southeast Economic Zone Management Board established an Inspection Team to inspect compliance with legal regulations in a number of projects and enterprises in the Southeast Economic Zone and industrial parks in the province; The North Lan Chau Island Resort Project of Golden City Joint Stock Company ranked number 1 in the list of projects and enterprises inspected.

About the Lan Chau North Island Resort ProjectGolden City Joint Stock Company, although belonging to the Southeast Economic Zone, but with its location in the North of Lan Chau Island, extending to Cua Lo Port, it has a close relationship and influence on Cua Lo beach, which is being focused on planning, investing in renovation to develop Nghe An tourism to new heights.

As reported by Nghe An Newspaper in the article "Blowing the whistle" on the North Lan Chau Island Resort Project, the North Lan Chau Island Resort Project of Golden City Joint Stock Company was "born" on February 2, 2016, in Decision No. 501/QD-UBND.DT of the Provincial People's Committee. On November 6, 2017, the North Lan Chau Island Resort Project was adjusted in detailed construction planning by the Provincial People's Committee in Decision No. 5350/QD-UBND.

On an area of ​​nearly 9.5 hectares, the North Lan Chau Island Resort Project is divided into 4 main functional blocks, including: Bungalow coastal cluster houses (divided into 5 clusters along the coastal road throughout the length of the project with 84 villas with areas from 80-180 m², with a height of 2-3 floors; Resort villa cluster (arranged in the Northwest of the land adjacent to Binh Minh road and the planned 30m road with 27 adjacent resort villas); Hotel block (3 blocks, 5 floors high, arranged along Binh Minh road); Tourism service block (organized alternately between 2 Bungalow clusters in the South with 2-storey coastal bar, cafe and restaurant works combined with swimming pool, trees, walking paths...); Sports block and technical infrastructure works (sports field, 1-storey service house, technical infrastructure area combined with parking lot).

Regarding the progress of the implementation of the North Lan Chau Island Resort Project, stated in the Investment Registration Certificate project code3430513431Accordingly, it was completed and put into use from the fourth quarter of 2019. However, as of January 2, 2020, the project had not yet started construction, and the Provincial People's Committee adjusted the progress in Decision No. 01/QD-UBND with the following content: "8. Implementation progress: Complete construction investment procedures: Quarter IV, 2019; Start construction: Quarter I, 2020; Complete the project and put it into use in Quarter IV, 2022".

On April 12, 2022, the Provincial People's Council had a working session with the People's Committee of Cua Lo town under the supervision program on suspended projects, projects behind schedule and projects using land for the wrong purpose in the province. Among the projects in coastal urban areas "visited" by the Provincial People's Council, there is the North Lan Chau Island Resort Project. According to the inspection of the Provincial People's Council, although the North Lan Chau Island Resort Project has been adjusted in progress and put into use in the fourth quarter of 2022, at the time of inspection, the investor had not yet built the main construction blocks such as hotels, villas, bungalows, etc. on the land where the project was implemented.

On June 24, 2022, the People's Committee of Cua Lo town issued Document No. 992/UBND-DT to the Department of Planning and Investment, proposing to include the North Lan Chau Island Resort Project of Golden City Joint Stock Company in the 2022 inspection plan. The content of the proposal is as follows: "The North Lan Chau Island Resort Project, Cua Lo town, invested by Golden City Joint Stock Company, has been adjusted to complete the project and put it into use in the fourth quarter of 2022 (according to Decision No. 01/QD-UBND dated January 2, 2020 of the Provincial People's Committee). However, up to now, the project has only completed part of the technical infrastructure and has not yet implemented the remaining parts to promptly put the project into use in the fourth quarter of 2022. The People's Committee of Cua Lo town requests the Department of Planning and Investment to include this project in Appendix No. 1: Projects proposed to be included in the inspection plan of the interdisciplinary team".

In July 2022, when Nghe An Newspaper reporters verified and wrote the article "Blowing the whistle" on the North Lan Chau Island Resort Project, the outside of the project had paved the sidewalk with terrazzo bricks and planted rows of coconut palm trees; inside the project, a number of internal roads were formed; in addition, in the southern corner of the land, a temporary house was installed, with a signboard "GOLDEN WIND CUA LO HOTEL & RESORT Project Introduction Office".
