Proposal to add the position of Deputy Chief of Commune Police to the payroll

Therefore, it is necessary to include the position of Deputy Chief of Commune Police in the payroll, according to the opinion of voters of Ky Son district at the meeting with the Provincial National Assembly Delegation.
Continuing the program of meeting voters before the 3rd session of the 14th National Assembly, on the morning of April 26, at Huu Kiem commune (Ky Son), National Assembly deputies: Le Quang Huy - Deputy Secretary of the Provincial Party Committee; Nguyen Huu Cau - Member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department had a meeting with voters of 3 communes: Huu Kiem, Huu Lap and Chieu Luu. On behalf of the National Assembly Delegation, comrade Le Quang Huy informed voters about the expected agenda of the 3rd session of the 14th National Assembly.
During the convening session, scheduled from May 22 to June 20, the National Assembly will continue to decide on important national issues, listen to the Prime Minister's supplementary report on the implementation of the 2016 economic and state budget plan and the implementation of the economic and state budget plan in the first months of 2017, and listen to the President ratify the protocol on the border and border markers between Vietnam and Laos.
In addition, the National Assembly also continues to develop laws, expected to pass 13 bills, 4 draft resolutions and give opinions on 4 draft laws in the 3rd session.
At the conference, voters expressed their high agreement with the planned agenda of the upcoming session of the 14th National Assembly, and at the same time made specific recommendations on a number of issues that have received much attention in the area.
Voter Mac Thanh Hai - Hong Tien village (Chieu Luu) proposed that the State should put the position of Deputy Chief of Commune Police into the payroll, because the workload is large, often facing dangerous situations, while the allowance is still low, so the work is not really secure.
Mr. Hai also reported that National Highway 7A from Tuong Duong district to Ky Son is deteriorating, affecting travel and causing lack of safety. Therefore, the State needs to soon have a plan to upgrade and expand this road section.

Coming from Luu Tien village (Chieu Luu), voter Lu Van Thong reflected that Luu Tien village currently has a large population (nearly 800 people), while residential land and production land are too little, not meeting the needs of the people. On that basis, voters recommend that relevant levels and sectors need to study and have a plan to expand production land, speeding up the process of hunger eradication and poverty reduction.
On behalf of voters from three villages: Na Luong 1, Na Luong 2 and Khe Ty (Huu Kiem), voter Luong Thi Cam reflected that these villages had just escaped from poverty, so the households that had escaped poverty had their health insurance for ethnic minorities stopped. The sudden cessation of health insurance cards, without any written notice, made it difficult for people to prepare mentally, affecting their health care and medical examination and treatment.
Therefore, voters proposed that people in 3 villages be entitled to health insurance for ethnic minorities so that people with serious and chronic diseases can have better access to medical services. Voter Luong Thi Cam also proposed that clearer and more specific criteria should be set out in the assessment of poor households to avoid disadvantages for people.

In addition, voters of Ky Son district also proposed practical and urgent issues in daily life such as the situation of encroachment among people in communes; overlap in forest protection mechanisms; allowance regime for village cadres; policies for cadres working in particularly difficult areas, building more suspension bridges for people in the area, providing motorbikes for commune police, computers for commune cadres, supporting cement for villages to build rural roads...
Voter Nguyen Dinh Tho, Xop Nhi village (Huu Lap) proposed to lower the age of receiving allowances for the elderly to 75 years old. Because in mountainous districts, the average life expectancy is still low, very few elderly people receive social allowances. At the same time, voters also proposed that for projects under Program 135, the People's Committee of the commune should be the investor, which is convenient for quality supervision.

On behalf of the National Assembly Delegation, Comrade Nguyen Huu Cau acknowledged and accepted the opinions of voters, issues under the authority of the provincial and district levels, and requested representatives of the Departments of Labor - Invalids and Social Affairs, Natural Resources and Environment, Ethnic Minorities Committee and leaders of Ky Son district to explain.
Regarding issues under the authority of National Assembly deputies such as: staffing for commune police force, searching for missing relatives, providing cement for villages, and policies to support hunger eradication and poverty reduction, comrade Nguyen Huu Cau explained in detail and promised to ask relevant ministries and branches to review and submit to the National Assembly for resolution.
