The Provincial People's Committee responded to the petition of voters of Ky Son district on the issue of forest allocation associated with forestry land allocation.

Regarding this issue, the Provincial People's Committee responded as follows:

- The project of forest allocation associated with forestry land allocation and granting of land use right certificates to individual households and communities has been implemented in Ky Son district since 2020. After 3 years of implementation, the District Forest Protection Department has advised the District People's Committee to deploy forest allocation associated with forestry land allocation in 06/21 communes in the district, including the communes: My Ly, Bac Ly, Bao Thang, Chieu Luu, Huu Kiem, Na Ngoi with a total area of ​​10,580.62 hectares, allocated to 1,213 households and 30 communities.

There are 15 communes and towns that have not yet implemented forest allocation in conjunction with forestry land allocation because the annual funding for implementing the Forest Land Allocation Project is very limited and cannot be implemented synchronously throughout the district, and partly due to the lack of land fund to implement the Forest Land Allocation Project. Most of the forest and forestry land in the district is managed and protected by the Ky Son Protective Forest Management Board.

- On April 24, 2023, the Department of Agriculture and Rural Development issued Official Dispatch No. 1432/SNN-KL on instructions for handling difficulties and obstacles in the implementation of the Forest Allocation Project associated with forestry land allocation in Ky Son district, requesting the People's Committee of Ky Son district to direct agencies and departments in the district to promptly complete documents and procedures to carry out the handover of forests and forestry land from the Ky Son Protection Forest Management Board to the local authorities for management to implement the Forest Allocation Project associated with land allocation and grant of Forest Land Use Right Certificates according to Decision 4213/QD-UBND of the Provincial People's Committee.

Currently, the Department of Agriculture and Rural Development is coordinating with agencies, departments and branches to advise the Provincial People's Committee to consider and decide on the request of the Ky Son Protective Forest Management Board to voluntarily return 40,302.91 hectares and hand them over to local management.

- Pursuant to Decision No. 2360/QD-UBND dated August 4, 2023 of the People's Committee of Nghe An province on approving the list of estimates and plans for selecting contractors for forest allocation, associated with land allocation and granting of forest land use right certificates to households, individuals and communities in Ky Son district, phase 1 of 2023, the Department of Agriculture and Rural Development directed the Forest Protection Sub-Department and Ky Son Forest Protection Department to coordinate with relevant agencies and units to advise the People's Committee of Ky Son district to implement forest allocation in 2023 in the area of ​​07 communes of Nam Can, Huu Lap, Pha Danh, Bac Ly, My Ly, Muong Tip and Na Loi.

In the coming time, based on the allocated capital, the Department of Agriculture and Rural Development directs the Forestry Sub-Department to continue allocating quotas to Ky Son district to implement forest allocation in the remaining communes.
