Many projects are suspended and behind schedule.
The report clarified that every year, the Provincial People's Committee has directed departments, branches, and district-level People's Committees to review the progress of land use projects, on that basis, to establish interdisciplinary inspection teams of the province.
Since 2016, the Provincial People's Committee has established 6 interdisciplinary inspection teams. The Provincial People's Committee has also issued Decision No. 25 on the regulations for coordinating inspection and post-inspection handling of projects in the province, specifying tasks, implementation methods, and coordination methods in the process of reviewing, reporting, and handling slow-progressing projects, contributing to enhancing the responsibility of sectors and levels.

As a result, from 2016 to present, interdisciplinary teams have conducted 489 inspections on 391 projects (2.6 times higher than the period 2011 - 2015, inspecting 186 projects).
Of the 391 inspected projects, the Provincial People's Committee terminated project activities, reclaimed land, and terminated the validity of related legal documents for 92 projects; extended the progress of 179 projects; allowed 30 projects to continue according to the permitted progress; and handled other matters for 90 projects.In addition, there are 13 projects that were allocated land or leased land, but the investors used the land for the wrong purpose or arbitrarily changed the land use purpose; 120 investors owe land use fees and land rent with a total of nearly 700 billion VND.
In addition to assessing and acknowledging the attention of all levels and sectors in reviewing and handling suspended projects, projects behind schedule, and projects using land for the wrong purposes; the report pointed out a number of shortcomings; analyzed and clarified many objective and subjective causes. It emerged that many projects were not implemented, or were implemented behind schedule, and after being reviewed, inspected, and extended, they were not implemented or were not implemented on schedule after the extension period expired, and continued to be behind schedule. The handling of projects after termination of operations is still slow and has not attracted replacement investment projects.

6 recommendations to focus on
Based on the results of the thematic supervision of projects behind schedule and projects using land for the wrong purposes in the province by the Provincial People's Council, which was carried out in April and May, the report also clearly stated the recommendations of the Provincial People's Council to the Provincial People's Committee to overcome the situation of suspended projects, slow progress, and improper land use in the province:
- Focus on early completion of the establishment, appraisal, approval and announcement of the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050; prioritize resource allocation to build key infrastructure systems, focusing on attracting capable, experienced and reputable investors to invest.
- Amend and supplement Decision No. 72 of the Provincial People's Committee on the order and procedures for implementing investment projects in the province in accordance with newly issued regulations; direct the implementation of strict management of investment deposits and strictly punish projects that violate regulations.

- Direct departments, branches, localities and relevant units to improve responsibility and quality of investor capacity assessment before approving investment policies; do not approve new investment projects for investors who violate land law provisions.
- Continue to direct departments, branches and localities to regularly review, inspect and supervise the investment implementation of projects; associated with reviewing and classifying slow-progressing projects to have solutions and policies to remove difficulties and obstacles for slow-progressing projects due to objective reasons, especially in site clearance; at the same time, resolutely and synchronously implement solutions to handle and resolutely reclaim land of suspended projects, slow-progressing projects that have been extended for many years, projects that violate investment, construction and land laws due to irresponsibility and incompetence of investors.

- Build and operate software to manage investment projects in the whole province to monitor and update project information, serving state management in the fields of investment, construction, land and land-use projects. Publicize information on suspended projects, projects behind schedule, projects using land for the wrong purpose, and projects violating land laws on mass media.
