On the morning of November 29, Hoang Mai Town Party Committee held a conference to review 5 years of implementing Directive No. 17-CT/TU, dated December 3, 2013 of the Provincial Party Standing Committee on "Strengthening discipline and administrative order in agencies and units in the province", in conjunction with reviewing 2 years of implementing the State administrative reform project of Hoang Mai town in the period of 2016 - 2020 and the following years.
Evaluation of cadres must be substantial, comprehensive, fair and objective.
Speaking at the conference, comrade Vo Van Dung - Secretary of the Town Party Committee, Chairman of the Town People's Council emphasized a number of solutions to further improve discipline, administrative order and effectiveness of administrative reform.

The Secretary of the Hoang Mai City Party Committee also requested to promote the role and responsibility of leaders of Party committees, authorities, agencies and units in improving the quality of public service performance of cadres and civil servants; focus on leadership, direction, and unification of awareness and action.
"Focus on improving the quality of public service performance of cadres, civil servants and public employees, considering this a priority task. Linking the performance of public service of cadres, civil servants and public employees with the responsibilities of the heads of Party committees, authorities, agencies and units," said the head of Hoang Mai City Party Committee.
Comrade Vo Van Dung also requested innovation in the work of evaluating cadres, civil servants, and public employees in the direction of evaluating cadres in a substantive, comprehensive, impartial, objective manner, creating solidarity and high unanimity within the organization.
"Resolutely remove from the apparatus those civil servants who have been assessed as failing to complete their tasks for two consecutive years," the Secretary of the Hoang Mai City Party Committee emphasized before nearly 500 civil servants attending the conference.
The head of the Hoang Mai City Party Committee also requested strict handling of violations, harassment and inconvenience in handling work of people and businesses, especially cases of repeated, organized and serious violations; strict handling of delays in performing assigned tasks, especially issues of social concern such as granting land use right certificates, construction permits for private housing, etc.
Only 58% of people are satisfied with the service of administrative agencies.
As of October 2018, the number of cadres, civil servants, public employees and workers in administrative agencies from town to commune and ward levels in Hoang Mai is 364 people.
Besides the advantages, there are still limitations in the quality of the staff and civil servants such as: the number of staff with in-depth comprehensive advisory capacity is still low; the qualifications and capacity of some staff, civil servants and public employees do not really meet the requirements of the task, and are still passive in advising and proposing.

The working skills of some cadres, civil servants and public employees are not proficient, their professionalism is not high, and there is still much administrative nature. The quality of public service performance of some cadres and civil servants, especially communal-level civil servants, is not high; the performance of some communal-level cadres and civil servants is limited and they commit many errors and mistakes. Even the issuance of legal documents does not ensure the regulations and is issued beyond their authority.
The level of satisfaction of people and businesses with the attitude, service spirit and work results of the staff and civil servants is still low.
In 2018, the people's satisfaction index with the service of state administrative agencies in Hoang Mai town only reached 58%/90% of the set target...
