Resolute in handling alcohol concentration violations

That is the reality we recorded during a campaign of Vinh City Police to handle alcohol concentration violations at the checkpoint at the beginning of Le Mao extended road.
"Tongue tied" still... arguing
Handling violations of alcohol concentration for drivers participating in traffic is always difficult. Because, when drinking alcohol, especially those who drink too much, cannot control their behavior, often causing trouble and being uncooperative.
Faced with such a situation, those on duty must be experienced, skillful, and extremely calm to handle it. Despite this, when it comes to reality, many traffic police officers and soldiers on duty still cannot avoid being surprised by some situations.
We followed the officers and soldiers on duty to set up a checkpoint to control and handle violations of alcohol concentration on the extended Le Mao Street of Vinh City Police during the "golden hour" (6:00 p.m. - 9:00 p.m.) on November 11. Because it was a weekend, in just over 30 minutes of setting up the checkpoint, there were dozens of cases checked and many of them violated the alcohol concentration, many cases exceeded the threshold of 0.4 mg/l liter of breath.
At around 7:20 p.m., the team detected a middle-aged man showing signs of drinking alcohol and signaled him to stop the vehicle for inspection.

Initially, this person appeared to be very cooperative when he presented his registration, driver's license and insurance papers, all under the name of Nguyen Manh H., residing in Hung Phuc Ward (Vinh City). However, when the traffic police asked him to blow into the machine to measure his alcohol concentration, H did not comply, argued for a while and then abandoned his motorbike and left, forcing the force to temporarily confiscate his papers and take the vehicle to the city police parking lot.
Or like the case of Mr. Nguyen Van N in Dien Chau, driving a car with license plate 37A 02... The patrol team discovered that he was coming from the direction of many drinking establishments in the new urban area of Vinh Tan. When he reached the patrol checkpoint, the police signaled him to stop the car and discovered that Mr. N's breath reeked of alcohol.
However, when asked to check his alcohol level, Mr. N refused to blow into the machine and said: "I just had a few drinks with friends, so I don't have much, I need a few bottles."
Major Tran Duc - Deputy Captain of the Vinh City Traffic Police Team, head of the patrol team said: In the past, when we first started patrolling, controlling and handling violations of alcohol concentration, cases of arguing, non-cooperation, and even resistance happened very often. Most of them gave excuses such as parties, birthdays, meeting friends so they "had a few drinks".
But now, along with frequent meetings with checkpoints and propaganda on the media, this situation has decreased. Usually, the cases of arguments and resistance come from other localities.
Positive signal
After the peak period, the Vinh City Traffic Police Team continues to publicly organize patrols to handle violations of alcohol concentration according to Plan 1296 of the Vinh City Police leadership. In addition, patrol teams are set up on roads with many beer bars and karaoke businesses in the area.
However, the good news is that violations have decreased significantly. In November, the City Traffic Police only detected nearly 70 violations and 3 traffic accidents involving alcohol, injuring 4 people.
This is a very positive result, because in November there are many holidays, so the number of people eating and drinking at pubs and beer bars is very large. And after finishing the "first round", they often continue to the "second round" which is karaoke business locations. It is known that nowadays, when drinking alcohol and beer, many people voluntarily leave their vehicles at the bars when leaving.
Setting up checkpoints regularly at "hot spots", especially during holidays, and strictly handling violations has changed people's awareness somewhat.

It is known that to get that result, the most important thing is the way of doing it. Major Nguyen Duy Ha - Captain of the Traffic Police Team of Vinh City Police said: "Measuring alcohol concentration must choose locations that are convenient for the task implementation process as well as not affect traffic activities. During the working process, the handling officers must be both resolute but also pay attention to reminding and propagating about the dangers of using alcohol and beer while still participating in traffic. From there, they also propagate to others, only then will it be truly effective."
From the beginning of 2016 to now, Vinh City Police have organized 5,189 cases with the participation of 15,567 officers and soldiers to detect and record 11,558 cases; temporarily detained 4,480 vehicles; fined 13,931 violations, and paid to the State Treasury more than 7.4 billion VND. Particularly, 349 cases were handled for alcohol concentration (including 10 trucks, 29 cars and 310 motorbikes); temporarily detained 349, revoked the right to use driving licenses in 298 cases; handled and paid to the State Treasury 1,125,000,000 VND. During the peak period in September, the City Police handled and temporarily detained 109 cases of alcohol concentration violations, fined and paid to the State Treasury 375,500,000 VND. |
Although very positive results have been achieved, according to statistics, in the first 10 months of 2016, the whole province had 210 traffic accidents killing 144 people, of which over 30% were related to alcohol.
Therefore, in addition to the efforts of the Traffic Police, places where a lot of beer and alcohol are consumed every day such as restaurants, karaoke businesses, dance clubs, etc. also need to be aware of complying with regulations on alcohol concentration control. When you see customers drinking too much alcohol, do not, for your own benefit, act as a "pilot" to warn patrol and control posts, because that is aiding and abetting violations.
In addition, people also need to raise awareness, cooperate with the patrol force, and should not argue or oppose, which is very offensive and can easily lead to misunderstandings about the work of the traffic police. Everyone should be highly aware that consuming too much alcohol will certainly be very difficult, even causing loss of control of one's behavior and reflexes, and the risk of causing accidents and traffic accidents is very clear, with unpredictable consequences.
