Responding to the Traffic Safety Year 2016, right after the provincial launching ceremony held on the morning of January 4, 2016, last week, 21 districts and cities in the province simultaneously launched their campaigns. Right after the launching ceremony, the work of encroachment and re-encroachment of traffic corridors and urban sidewalks was deployed.

On this occasion, Vinh City has established 6 inter-sectoral working groups, linking forces between communes and wards to focus on clearing sidewalks and traffic safety corridors on 31 main streets. In the first 3 days of the campaign, 66 stalls, 168 signs, 57 advertising banners... encroaching on the roadside, causing disorder in traffic safety and urban beauty were dismantled, and 25 cases were administratively fined.

The billboards will be brought to Vinh City Urban Management Team for handling according to regulations.

In the mountainous district of Ky Son, in order to effectively implement the peak period of activities to ensure traffic order and safety, the district has determined to focus on promoting propaganda, dissemination and education of laws on traffic order and safety to all classes of people in the area. Comrade Mua No Xu - Vice Chairman, Head of the Traffic Safety Committee of Ky Son district said: "To effectively control and repel traffic accidents in the district, the Traffic Safety Committee of the district coordinates with relevant departments and branches to promote propaganda to raise people's sense of responsibility, strictly comply with the provisions of the law on traffic order and safety when participating in traffic; replicate good practices and good solutions to reduce traffic accidents".

In the central province of Nghe An, the Traffic Safety Committee of Hoang Mai town also organized a campaign to simultaneously inspect and handle violations of traffic safety corridors on National Highway 1A, the North-South railway, and roads 537 and 537B. Through inspections, more than 100 violations were recorded and more than 100 signs and advertisements that violated regulations and traffic safety order were removed. The working groups organized propaganda for the people and businesses about the regulations on traffic safety corridors. For cases of violations that were still warned but still violated, the Traffic Safety Committee of the town directed the forced removal.

Along with Vinh City, Hoang Mai Town, Ky Son District, in the first days of responding to the Traffic Safety Year 2016, localities across the province have achieved very positive initial results. The organization of signing commitments requiring households to voluntarily clear and dismantle constructions and items violating traffic safety corridors has been initially implemented in some localities such as Vinh City, Nghi Loc, Cua Lo Town, Yen Thanh, Quynh Luu... The work of enforcing and clearing encroachments and re-encroachments on traffic safety corridors and urban sidewalks has been deployed simultaneously right after the launching ceremony on roads from national highways to blocks and hamlets across the province.

Correcting the situation of "kidnapping and abandoning the disk"

As an area with high traffic density, the situation of encroachment on the sidewalk for business purposes, parking spaces, material gathering... has become a "kidnapping and abandoning" situation in Vinh City. To overcome this situation, Mr. Le Sy Chien - Vice Chairman of Vinh City People's Committee said: In addition to the solutions implemented to restore traffic safety order every year, this year, the propaganda and mobilization work in Vinh City has new features such as: When propagating and mobilizing households to sign a commitment, instead of using a common commitment form like every year, this time we directed ward and commune officials and functional forces to go to each household to point out specific violations, set a time to correct them so that they can sign the commitment; When granting construction permits for projects, it is required to add a commitment not to leave construction materials on the roadway or sidewalk, causing traffic safety impacts... Inspection work is also directed more drastically, on each major street, assigning the responsibility of urging and inspecting to members of the urban management department, on small streets, assigning responsibility to ward and commune officials. To maintain order, every week, city leaders and functional units conduct surprise inspections of implementation.

In Dien Chau - one of the localities in 2015 where traffic accidents increased in all 3 criteria (number of accidents, number of deaths, number of injuries), Mr. Dau Ngoc Long - Deputy Head of Industry and Trade - member of the Traffic Safety Steering Committee of Dien Chau district said: To avoid the situation like previous years, after the massive campaigns, the situation of traffic safety violations recurred, this year, before the campaign day responding to the Traffic Safety Year, the Traffic Safety Committee of Dien Chau organized to thoroughly grasp the departments, branches, and localities, requiring them to carefully prepare and disseminate traffic safety laws to the people. When launching the campaign in localities, assign members of the District Traffic Safety Steering Committee to stay close to the locality and base. In communes and towns, assign commune and town chairmen to be the heads of the delegation, responsible to the district. Right from the first days of the campaign, if any locality did not meet the requirements on clearing traffic safety corridors, the district requested them to do it again. Where it is difficult, do it step by step. Where it is not possible, continue.

In fact, in the first days of the campaign, on some routes and localities, there were still cases of encroachment and violations of traffic safety corridors. To avoid the situation of launching a campaign but causing traffic safety disorder to recur, it is necessary to have the whole political system take drastic action. Localities, units, levels and sectors need to develop plans and implement specific tasks and activities in accordance with the practical conditions of their localities and units on a regular basis, as directed by the Chairman of the People's Committee - Head of the Provincial Traffic Safety Committee, who spoke at the launching ceremony of the Traffic Safety Year.
