Outstanding results

Implementing Directive 35-CT/TW dated May 30, 2019 of the Politburo on Party Congresses at all levels towards the 13th National Congress of the Party and Plan 207-KH/TU dated August 12, 2019 of the Provincial Party Committee on implementing Directive 35, districts, cities, towns, and affiliated Party Committees have selected 91/1,447 (= 6.29%) of grassroots Party Committees and Party cells as pilot units for direction and common experience.

There are 04 grassroots party committees selected as model congresses (including: Yen Thanh District Party Committee, Con Cuong District Party Committee, Cua Lo Town Party Committee, Provincial Border Guard Party Committee) that promptly directed 14 subordinate grassroots party organizations to hold model congresses to be completed before March 20, 2020 to ensure general requirements.

As of March 27, 2020, the whole province had 159/1447 (= 11%) grassroots party organizations that had completed their congresses (of which 85/779 grassroots party committees = 10.9%, 74/668 grassroots party cells = 11.1%). The number of representative congresses was 62/91 = 68.1% (of which 50/75 grassroots party committees = 66.7%, 12/16 grassroots party cells = 7.5%); the rest had their congresses temporarily suspended due to the Covid-19 epidemic situation.

In general, Party committees at all levels have promptly grasped and implemented documents from higher levels related to the Party Congress for the 2020-2025 term; Party committees and Party cells selected to organize model congresses have been active, proactive, and well prepared for the organization of the congress. Propaganda work before, during, and after the congress has been directed with attention. The structure and content of documents submitted to the congress are basically reasonable, scientific, and of good quality; the organization of collecting opinions on the draft documents has been fully implemented, meeting requirements.

The political report on the implementation of the congress resolution was carefully prepared by the grassroots party organizations; it clearly pointed out the achievements, shortcomings and limitations in the past term; identified the goals, directions, tasks and solutions in the term to closely follow the actual situation of the locality and unit. The review report focused on reviewing the leadership and direction of the Party Committee and the Standing Committee of the Party Committee with a frank and serious spirit; linked the review of the implementation of political tasks with the review of the implementation of Resolution 4 of the Central Committee (term XII) and the implementation of Directive 05 of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle".

The personnel preparation work was thoughtful, careful, strict, and followed the procedures, demonstrating the high sense of responsibility of the current Party Committee. The management of the Presidium was reasonable and flexible; the election work at the congress was carried out seriously, democratically, and in accordance with regulations; the delegates attending the congress had a good sense of organization and discipline, clearly demonstrating the responsibility of the delegates.

Facilities for the congress were well prepared; Covid-19 prevention and control work was well implemented. After the congress, an atmosphere of competition and solidarity was created among cadres, party members and people. Some grassroots party committees issued regulations and working programs of the party committees; deployed action programs to implement the resolutions of the congresses of party committees and grassroots party cells for the 2020-2025 term.

Lessons learned

In addition to the above outstanding results, during the preparation process, some units did not pay attention to propaganda work before and after the congress, the decoration at the congress was not well prepared, not following the instructions. Some units had to redo the congress layout due to inappropriate form, there were too many slogans in the hall... The preparation of political reports in some places was still long, not following the outline, the content was still general, not specific; some places did not prepare a draft action program after the congress for the congress to discuss.

Regarding the Party Committee review report, some Party organizations have prepared overlapping reports with the political report, failing to highlight the advantages, shortcomings, causes of shortcomings in leadership, management, organization, implementation, working regime and level of task completion of the previous Party Committee; the congress program has inappropriate content; the presidium's management work is somewhat confusing; there is not much discussion and participation in giving opinions on documents submitted to the congress...

To successfully organize the remaining grassroots Party congresses, contributing to the successful organization of Party congresses at all levels for the 2020-2025 term, it is necessary toNote some of the following experiences:

The first,Party committees at all levels need to lead and do a good job of ideological work and propaganda work.Grasp the ideological situation and public opinion among cadres, party members and people of all walks of life; continue to implement Directive 05 of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" according to annual topics and the contents of Resolutions of the 4th, 7th and 8th Central Committees (term XII) of the Party. Fight against signs of ideological and moral degradation among cadres and party members. Grasp and fully and deeply grasp the documents and instructions of superiors and one's own level on party congresses at all levels. At the same time, combine the preparation for organizing congresses with launching emulation movements of the masses with specific and practical works and actions...

Second, focus on directing the development of documents to be submitted to the congress to ensure quality.The political report sets out goals and targets that must be aggressive; the title of the congress and the structure of the report must be reasonable; the evaluation of the results must clarify the advantages and disadvantages, state the targets that have not been achieved, and the reasons why they have not been achieved. The review report of the Party Committee must be concise, assessing the situation in terms of quantity and quality of the Executive Committee compared to the beginning of the term; the content must assess the leadership role of the Executive Committee and the Standing Committee in political tasks, Party building work and the political system of the locality, unit, etc.

Tuesday,do a good job of grassroots congress personnel.The personnel plan must be implemented in a truly democratic and realistic manner, paying attention to the criteria, aiming to improve quality; ensuring a young and female structure, and a reasonable ethnic ratio (if any); ensuring that professional and political standards are met; if not met, the election of a shortage of Party Committee members must be directed.Implement the policy of unifying the positions of Party Secretary and Chairman of the People's Council.The Standing Committee of the immediate superior Party Committee shall clearly inform the personnel plan of the Party Committee, Standing Committee, Secretary, and Deputy Secretary so that the congress or the first executive committee meeting can elect the correct plan and structure. The election of the new Party Committee must ensure the number, structure, and correct process, principles, and procedures according to the Regulations and Guidelines for implementing the Party's Election Regulations.

Fourth, mass mobilization work. Do a good job of mass mobilization to widely gather opinions from all walks of life to contribute to the draft documents of the Party Congress at all levels. Arouse and organize mass emulation movements, build works to welcome the Party Congress at all levels, create motivation and drive to strive, arouse the revolutionary spirit of the masses to successfully carry out the political tasks of the locality and unit.

Fifth, things to do immediately after the grassroots congress. Publicize the success of the congress. Do a good job of storing, creating, and managing records after the congress and reporting to superiors for review and approval. Timely carry out the assignment within the Party Committee, develop regulations, work programs of the Party Committee, and action programs. Proactively review and implement policies for cadres who are not re-elected to the Party Committee. Implement professional training for cadres, especially Party Committees participating for the first time.

Friday,Strengthening the leadership and direction of grassroots Party committees. It is necessary to assign standing committee members and committee members to closely monitor and regularly update the preparation and organization of grassroots congresses. Focus on directing areas with difficulties and obstacles in personnel work; complaints and denunciations related to congress personnel must be concluded before entering the congress.

In directing, it is necessary to grasp the principles, regulations, and procedures to ensure general unity and not to confuse the grassroots. Organize to listen to and approve the congress seriously and closely, with written notice from the higher-level Party Committee to the grassroots; check, urge, and remind units after approving the congress to complete the contents before entering the official congress. Organize conferences to review experiences of grassroots congresses, promptly review and handle violations; at the same time, review documents of one's level to supplement and adjust in accordance with regulations and instructions of higher levels.
